Book excerpt: The fate of Sudan, by then the largest country in Africa, was clearly decided when results of the referendum vote were announced in February 2011. Policy makers, scholars and the international community began to grapple with critical issues that might arise after the independence of South Sudan and how different stakeholders were likely to react during the period of uncertainty. Political developments in Sudan were long-term outcomes of post-cold war revolutions in the world system after the Soviet Union collapsed. A domino effect of such events swept across Eastern Europe with some manifestations in the Horn of Africa. The fall of Mengistu Haile Mariam, marked the beginning of the redrawing of the map of Africa and posed a challenge to the long held principle of preservation of colonial borders that had been enshrined in the Charter of the Organisation of African Unity. The precedent set by the independence of Eritrea seemed to encourage southern Sudan to press forward for independence through a two pronged approach of armed struggle and diplomacy led by the Sudan People's Liberation Army/Movement. This book attempts to understand national, regional and continental dimensions of the unresolved issues that could result in the escalation of conflict in the Sudan. It examines internal dynamics of the Sudan after secession of the south and how these dynamics might affect neighbouring countries in the geopolitical regions: the Horn of Africa, the Great Lakes Region and Central Africa. A section of the book is dedicated to dynamics within South Sudan as a new state. Post-conflict South Sudan as country was marked by extreme poverty, lack of infrastructure and prevalence of inter-communal armed violence. This book proposes possible policies to prevent the country from descending into a state of economic and social chaos. The book provides the argument that equitable and rational transformative socio-economic programmes and policies could greatly reduce potentials for conflict. This book calls on policy makers to pursue policies that could lead to concrete projects planned to alleviate poverty and provision of basic social services such as education, health, and safe water. The book comes to the conclusion that political stability will depend on collective actions of stakeholders to ensure that peace prevails both in the north and the south to guarantee human security in the region.

Dhaka, the economic powerhouse of the country, stands on the cusp of a dramatic transformation that could make it much more prosperous and livable. Today, Dhaka is prone to flooding, congestion, and messiness, to a point that is clogging its growth. But toward its east, where two major highway corridors will one day intersect, is a vast expanse of largely rural land. And much of it is within 6 kilometers of the most valuable parts of the city. The time to make the most of this eastward opportunity is now. Many parts of East Dhaka are already being developed in a haphazard way at an alarmingly rapid pace. Private developers are buying land and filling it with sand so they can build and sell new houses and apartments. Canals and ponds are disappearing, and the few narrow roads crossing the area are being encroached by construction. This spontaneous development could soon make East Dhaka look like the messy western part of the city, and retrofitting it later will be more difficult and costlier than properly planning and developing it now. Toward Great Dhaka: A New Urban Development Paradigm Eastward seeks to analyze how the opportunity of East Dhaka could be realized. Using state-of-the-art modeling techniques, the study simulates population, housing, economic activity, and commuting times across the 266 unions that constitute Greater Dhaka. It does so under various scenarios for the development of East Dhaka, but always assessing the implications for the entire city. The simulations suggest that pursuing a strategic approach to the development of East Dhaka would make Greater Dhaka a much more productive and livable city than continuing with business as usual. Based on current trends, Greater Dhaka would have a population of 25 million in 2035 and an income per capita of US$8,000 at 2015 prices. However, embracing a strategic approach would add 5 million people to the city. And, it would be a more productive city, with nearly 1.8 million more jobs and an income per capita of more than US$9,200 at 2015 prices, enough to put Dhaka on the map of global cities.

The 2005 Comprehensive Peace Agreement guarantees a referendum on self determination for Southern Sudan, which is scheduled for January 2011. The agreement ended a 20-year old civil war pitting the indigenous population against successive Arab Muslim regimes in Khartoum. By the late 1990s, the international community had largely judged the war insoluble and turned its attention elsewhere. Following the terrorist attacks of September 11, 2001, a peace process between the government of Sudan and the Sudan People's Liberation Movement and Army (SPLM/A) took hold. Waging Peace in Sudan shows how that war, which ultimately claimed two million deaths and twice as many displaced, was finally brought to an end. The talks were facilitated by Intergovernmental Authority on Development under Kenyan leadership, and supported by a 'Troika' of the US, UK, and Norway - whose intense engagement in the negotiations was critical for reaching the peace agreement in January 2005. Although the cast of characters in this drama ranged from President George W. Bush and Secretary of State Colin Powell to unnamed officials in East African hotels, two figures stood out: the SPLM/A Chairman, Dr. John Garang, and Ali Osman Taha, First Vice President of Sudan. Norwegian Minister of International Development Hilde F. Johnson's personal relationships with these two leaders gave her unique access and provided the basis for her pivotal role in the negotiations. She was party to virtually all their deliberations throughout this crucial period of Sudanese and African history. Waging Peace in Sudan describes this process from a unique, insider's perspective. Focusing on the intersections of land tenure reform and urban development, she challenges the dominant paradigm of 'post-conflict reconstruction' and re-conceptualizes state-building as a social process underpinned by negotiation. Badiey explores local resistance to reconstruction programmes, debates over the interpretation of peace settlements, and competing claims to land and resources not as problems to be solved through interventions but as negotiations of authority which are fundamental to shaping the character of the 'state'. While donors and aid agency officials anticipated clashes between the Government of Sudan and the Sudan People's Liberation Movement (SPLM) following the CPA, they did not foresee internal divisions that impeded reconstruction in Southern Sudan, raising serious questions about the viability of an independent state. In Juba local elites interpreted the CPA in line with their economic and political interests, using claims to land, authority and political power to challenge the SPLM's agenda for urban reconstruction. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of savage capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.
