But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

The GCCA focuses on the Least Developed Countries and the Small Island Developing States, which are often the most affected by climate change but have the fewest resources to tackle it. What sets the GCCA apart is its emphasis on innovative and effective approaches to delivering climate change support and addressing the capacity needs of partner countries. This commitment translates into a range of delivery methods and approaches, such as sector policy support programmes, climate change mainstreaming and budget support, ensuring full alignment with developing countries' agendas, the use of country systems and long-term capacity building, ownership, and sustainability. With help from the GCCA, partner countries are implementing climate change programmes on the ground, integrating climate change into national and sector strategies, reducing deforestation and disaster risks, and promoting adaptive agriculture and clean energy. From 2008 to 2011, the GCCA has contributed over €200 million in support of more than 30 country and regional programmes in the Caribbean, Africa, Asia and the Pacific. An additional 11 countries and regions are expected to benefit from the GCCA in 2012 and 2013. This publication shows examples of the GCCA's wide-ranging programme and provides some early results and lessons learned.

Our audit assessed whether actions achieved their intended results efficiently and whether the Commission maximised the added value of the initiative. We found that completed actions generally delivered their outputs, but that there was room for reducing costs and for demonstrating the initiative's impact. We recommend that the Commission focus on those most affected by climate change and incorporate lessons learnt into future global development initiatives. The effects of climate change already constrain the challenging objective of ensuring sustainable development in developing countries. Climate change is a global problem and it will affect all countries. However, developing countries and, in particular the most vulnerable segments of populations will be hit earliest and hardest. These are the countries and groups with the smallest capacity to deal with climate change. Developing countries with economies heavily dependant on natural resources, such as agriculture, forestry and fisheries, will be disproportionately affected. But developing countries with more diversified economies are also vulnerable since a lack of financial resources, adequate technology and effective institutions may limit their capacity to adapt. Robust adaptation strategies need to be owned, developed and implemented by developing countries. The donor community will contribute to enhanced action and international cooperation to support these strategies. In order to maximise impacts, the plethora of climate related strategies must be integrated into singular, ambitious national development plans and strategies that adequately mainstream the issues, establish priorities and set in place required institutional frameworks. Coping with current climate variability and attempting to anticipate future climate changes is no longer an option, but a policy imperative.

The fourth assessment report of the Intergovernmental Panel on Climate Change (IPCC), released in 2007, confirmedthat climate change is on eof the most serious threats to international security and the well-being of human kind. At the European level, climate change has become a major agenda item regularly discussed by the European Council. Internationally, the issue has become one of "high politics". Since 2005, it has been a top priority of the G-8 Summits, and both the UN Security Council and the UN General Assembly have placed it high on their agendas. World leaders are rallying to achieve a new global deal to combat global warming under the UN Framework Convention on Climate Change. Overall, there is hardly any high-level political encounter in which the issue is not discussed. The European Union as established itself as the most ptrominent international leader on the issue. It has been one of the most fervent supporters of the UN Framework Convention on Climate Change and its Kyoto Protocol, striving to sustain its leadership in the efforts to reach a new global agreement post-2012. The EU has also increasingly underpinned its international leadership position with domestic action. Most prominently, it introduced a greenhouse gas emissions trading scheme in 2005. The Period 2007-2008 saw a major overhaul and leap forward in the development of a renewed EU framework of policy and legislation to address climate change. Most importantly, the new EU climate policies include a set of legislative acts adopted in early 2009 and known as the "climate and energy package" that is designed to acheve the EU's target of reducing greenhouse gas emissions by 20% and increasing the share of renewable energies to 20% by 2020. This volume provides a timely overview and assessment of the development of the new EU climate policies with a focus on the new climate and energy package. Are EU climate policies sufficient to meet the environmental, economic and political challenge posed by global climate change? How do international and domestic climate poliies of the EU intereact and are they mutually supportive? Decisions on goals and means necessarily have distributional consequences. Any policy choice generates winners and losers. While this outcome cannot be avoided - even doing nothing leads to distributional consequences - policymakers can, through the choice, design and implementation of policies, shape to some extent the distribution of the burdens of mitigation and adaptation to climate change.
