Book excerpt: The economic downturn of the past several years has been devastating to local economies and, by extension, their local law enforcement agencies. According to a report by the National Institute of Justice, the United States is currently experiencing the 10th economic decline since World War II (Wiseman 2011). The impact of this downturn will result in a change of how law enforcement services are delivered. As has been discussed by the COPS Office Director, Bernard Melekian, in a series of recent articles published in the Community Policing Dispatch, expectations will not be lowered just because an agency now has fewer officers, or because the budget is limited. Simply doing less while waiting for local budgets to recover to pre-2008 levels is not a viable option. Faced with a dramatic budget contraction, law enforcement leaders need to start identifying different ways to deliver police services and, perhaps more importantly, articulate what the new public safety models will look like to their communities (Melekian 2011a). The effects of the economic downturn on law enforcement agencies may be felt for the next 5-10 years, or worse, permanently. The permanence of this change will be driven not just by the economy, but by the local government officials determining that allocating 30-50 percent of their general fund budgets for public safety costs is no longer a fiscal possibility (Melekian 2011b).

However, as time goes by, the economy keeps fluctuating and more often than not public budgeting decisions are made based on narrow financial scopes which lead to unforeseen consequences. Police Departments' budgets have been negatively affected in recent years by these decisions, and as a result, crime rates across the nation keep rising at an alarming rate. Statistics show that over 32,000 gun violence incidents were reported in 2018 alone. Police Departments are now more than ever facing difficult constraints when addressing the rapidly growing crime rates. The lack of necessary resources has rendered Police Departments ineffective in accomplishing their mission of safeguarding life and property. Local governments are required to set aside funds that cater to such issues, but unfortunately cutbacks or reduction of resources limit police personnel from doing their work diligently. Although it is not obvious that budget cuts affect the productivity of police men and women and impact crime rate altogether, it is nevertheless a major contributor affecting the crime index directly. It is here where the research question: "Does a Police Department's Budget Affect the Crime Index in Their Jurisdiction?" becomes pertinent and to some extent vital in the sustainability of a society. The aim of this project is to conduct a research that will demonstrate whether limited resources, in budget and personnel within major Police Departments, have a direct impact in the crime rate of their respective jurisdiction or not. In other words; Does a Police Department's Budget Affect the Crime Index in Its Jurisdiction? The purpose is to shed light on the subject while using secondary information i.e. data, journals and articles by different scholars on the topic, as well as using survey research techniques to provide insight on the issue. This project will be accomplished by using the mixed method research design. It will integrate qualitative and quantitative data collection components in an intertwined capacity. It will integrate surveys, statistical data research, and interviews with experts on the field. It primarily focuses on the Los Angeles Police Department while bringing similitude and contrast with other major law enforcement agencies across the nation. The research methods will be enacted by conducting elite interviews of the command and staff in selected Police Departments via telephone or in person, and also carrying out surveys to collect primary data from command staff, civilian administration, and sworn officers within those departments. Federal, State, and local government budget trends, as well as current and past crime rates and statistics from the Department of Justice on national law enforcement data (focusing on other major police departments across the nation) will be used to corroborate, substantiate, or contrast the data collect.
