Book Budgeting Carbon for Equity and Sustainability

Download or read book Budgeting Carbon for Equity and Sustainability written by Pan Jiahua and published by Paths International Ltd. This book was released on 2013-01-01 with total page 294 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although there is no denial of climate justice, there has been a persistent lack of practical joined-up actions regarding the creation of an international climate institution. However, politicians and academic researchers have been working together to find solutions. This new book is an attempt to put forward constructive approaches to climate security and justice, building upon the inputs from the wide-ranging debates that took place at the CASS Forum on Climate Justice and the Carbon Budget Approach in Beijing (April 2010). The purpose of this prestigious international conference was to construct an international climate regime and to help promote climate justice. It also called on governments, particularly governments in developed countries, to bear the historical responsibility of climate change. Climate change is a controversial topic worldwide today and the international regime and corresponding actions will inevitably have a lasting and profound influence on the world economy and international politics. At its thirteenth session, held in Bali, Indonesia, at the end of 2007, the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) adopted the Bali Action Plan, initiating a new process of negotiations on long-term cooperative actions under the Convention with the goal of reaching international agreements on an international climate regime beyond 2012 at the fifteenth session of the Conference to be held in Copenhagen, Denmark, at the end of 2009. The key factors in the present international climate negotiations are a shared vision of global long-term cooperative actions, mitigation, adaptation, technology and finance, and their core issue is how to reach an agreement for equitable burden-sharing of obligations for the reduction of greenhouse gas emissions or allocation of emission entitlements in accordance with the concrete conditions of various countries and to ensure the implementation of such an agreement under an appropriate international regime. As the largest developing country in the world, China plays an important role in international climate negotiations and is under increasing international pressure. The existing Kyoto Protocol model takes the level of emissions in 1990 as a base and determines the emission reduction obligations of each developed country through negotiation. The findings gathered together in this book break through the fixed pattern of thinking of the Kyoto Protocol and, based on the theory and methodology of the basic carbon emissions needed for human development, studies a carbon budget proposal for global greenhouse gas emission reductions. This proposal not only better embodies the principle of "e;common but differentiated responsibilities"e; established by the Climate Convention, but will also be able to realize global goals for mid- and long-term emission reductions. It represents a comprehensive proposal for developing a more equitable and more effective international climate regime. The CASS Forum on Climate Justice and the Carbon Budget Approach in Beijing (April 2010) was organised in association with the Institute for Urban and Environmental Studies of the Chinese Academy of Social Sciences, Konrad Adenauer Foundation and Misereor.

Book Sustainable Finances and the Law

Download or read book Sustainable Finances and the Law written by Rute Saraiva and published by Springer. This book was released on 2024-05-01 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sustainable (public and private) finance is closely interlinked with the Sustainable Development Goals (SDGs). The latter focus on enhancing the protection of both social and environmental assets at the local and global level, from the real economy and everyday life to financial markets and public policies, thereby laying the groundwork for a transition. Global sustainability challenges – including climate change, natural resource depletion, and rising inequality – are affecting the commercial environment and real economy in a way that presents both risks and opportunities for the private and public financial sectors. On the one hand, policymakers and investors (including banks and pensions funds) are increasingly recognizing the environment’s implications for the financial sector through both physical and transitional risks, producing impacts on financial services and products, not to mention corporate governance. On the other hand, governments and European and international institutions are aware of their sustainability-related responsibilities and the consequences of their actions. Both regulate and supervise financial markets but also use their budgetary and tax policies (e.g. carbon tax) and their participation in financial markets (e.g. green bonds and development banks) to overcome sustainability challenges. Therefore, the objective of this book is to help readers understand how private and public financial systems can be modified to create better value for society through sustainable approaches and initiatives such as the integration of environmental, social, and governance (ESG) factors in investment, procurement, and budgeting.

Book Climate Sensitive Management of Public Finances Green PFM

Download or read book Climate Sensitive Management of Public Finances Green PFM written by Mr. Fabien Gonguet and published by International Monetary Fund. This book was released on 2021-08-11 with total page 21 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public financial management (PFM) consists of all the government’s institutional arrangements in place to facilitate the implementation of fiscal policies. In response to the growing urgency to fight climate change, “green PFM” aims at adapting existing PFM practices to support climate-sensitive policies. With the cross-cutting nature of climate change and wider environmental concerns, green PFM can be a key enabler of an integrated government strategy to combat climate change. This note outlines a framework for green PFM, emphasizing the need for an approach combining various entry points within, across, and beyond the budget cycle. This includes components such as fiscal transparency and external oversight, and coordination with state-owned enterprises and subnational governments. The note also identifies principles for effective implementation of a green PFM strategy, among which the need for a strong stewardship located within the ministry of finance is paramount.
