Book The Budget and Responsible Government

Download or read book The Budget and Responsible Government written by Frederick Albert Cleveland and published by . This book was released on 2015-07-20 with total page 444 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Budget and Responsible Government: A Description and Interpretation of the Struggle for Responsible Government in the United States, With Special Reference to Recent Changes in State Constitutions and Statute Laws Providing for Administrative Reorganization and Budget Reform Along with the discussion of a budget system and budgetary procedure in city, state and nation, which has progressed with growing intensity during the past fifteen years, there has been a wide range of practical experimentation in the application of the budget idea, especially in municipal and state governments in the United States. It seemed a few months ago when the National Budget Committee was organized and incorporated under the laws of the District of Columbia, as a citizens' movement, that the time had come to have this experience summarized and interpreted by competent authorities, especially when the appointment of select committees of inquiry in both houses of Congress indicated that we were likely to have national legislation in the near future looking to the establishment of some kind of a national budget system. The editor of this series was gratified to find that he could get Dr. Frederick A. Cleveland and Mr. Arthur E. Buck to undertake the task, and former President William Howard Taft to furnish an introduction to the volume. Dr. Cleveland is not only a pioneer but also the foremost authority in America on the subject of the budget. He has had an exceptional professional training and experience in the underlying political theories of democracy, and the technical problems of public accountancy. The whole budget movement in the United States owes much to his persevering activities, since he planned and installed the budget system of the great municipal government of New York City ten years and more ago, on a scale that almost rivalled in complexity and size of operations the business of the Federal Government not many decades ago. Book Public Budgeting Systems

Download or read book Public Budgeting Systems written by Robert D. Lee Jr. and published by Jones & Bartlett Publishers. This book was released on 2009-11-09 with total page 722 pages. Available in PDF, EPUB and Kindle. Book excerpt: A complete and balanced reference, Public Budgeting Systems, Eighth Edition surveys the current state of budgeting throughout all levels of the United States government. The text emphasizes methods by which financial decisions are reached within a system as well as ways in which different types of information are used in budgetary decision-making. It also stresses the use of program information, since, for decades, budget reforms have sought to introduce greater program considerations into financial decisions. This updated text includes more cases studies and practical information, figures and charts to make the information more accessible, as well as additional student problems. Using this text, students will gain a first-rate understanding of methods by which financial decisions are reached within a system, and how different types of information are used in budgetary decision-making.

Book Guidelines for Public Expenditure Management

Download or read book Guidelines for Public Expenditure Management written by Mr.Jack Diamond and published by International Monetary Fund. This book was released on 1999-07-01 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Edited by Barry H. Potter and Jack Diamond, this publication is intended for a general fiscal, or a general budget, advisor interested in the macroeconomic dimension of public expenditure management.

Book Budgeting for Local Governments and Communities

Download or read book Budgeting for Local Governments and Communities written by Douglas Morgan and published by Routledge. This book was released on 2017-09-19 with total page 608 pages. Available in PDF, EPUB and Kindle. Book excerpt: Budgeting for Local Governments and Communities is designed as the primary textbook for a quarter or semester-long course in public budgeting and finance in an MPA programme. Many currently available texts for this course suffer from a combination of defects that include a focus on federal and state budgeting, a lack of a theoretical governance framework, an omission of important topics, and typically a lack of exercises and datasets for student use. Budgeting for Local Governments and Communities solves all of these problems. The book is exceptionally comprehensive and well written, and represents the efforts of veteran authors with both teaching and real-world experience. Key Features: Special Focus on Local Government Budgeting: focuses exclusively on budgeting at the local levels of American government, which are responsible for spending 40 percent of the taxes collected from citizens. Integration of Theory and Practice: teaching cases and chapters capture the "lessons learned" by professional practitioners who have extensive experience in making local public budgeting work on the ground. Polity Approach to Local Budgeting: presents an introduction to local budgeting as the central political activity that integrates the resources of the community into a unified whole. Budgeting is presented as governance work, rather than as a unique set of skills possessed by analysts and financial specialists. Legal, Historical, Economic and Moral Foundations of Local Government Budgeting: provides readers with an understanding of how the structures and processes of local budgeting systems are firmly tethered to the underlying core values, legal principles and historical development of the larger American federal, state and local political systems. Electronic Datasets and Budgeting Exercises: the text includes access to extensive electronic datasets and practice exercises that provide abundant opportunities for students to "learn through doing." Extensive Glossary and Bibliography: covers terms on the history and practice of local public budgeting.
