Book excerpt: Expenditure baseline projections (hereafter, “base¬lines”) are a key analytical concept in budget preparation that refers to estimates of future expenditure on the assumption that current policies remain unchanged. They serve as reference points against which other data, such as proposed or approved budgets, or expenditure ceilings, can be compared. In many countries they are a basic tool for starting the preparation of the budget. They represent neither future spending allocations nor total expected outturn as they do not incorporate estimates of the cost of new policies and the expected impact of saving measures. Other features of baselines are that they are generally produced over a multiyear period, they can be calcu¬lated at any level or form of the budget classification (that is, ministries, economic classification, specific policies, functions or programs), and can be summed up to higher levels (such as the whole budget). Hence, they can be useful at both a micro and an aggregate level. This note aims to clarify and establish a framework that covers baselines’ various purposes and uses. It first discusses the definition and objectives of baselines and the methodology used for producing them before outlining how they should be prepared. It concludes with a discussion of the key success factors for making the most effective use of baselines.

Book excerpt: Measuring the cost of legislation or even projecting the course of the federal budget requires defining a budget baseline -- a starting point capturing the current state of the budget. Budget baselines underlie most measures employed in federal budget debates and enforcement rules. Yet, despite their widespread use, budget baselines engender considerable confusion and abuse. For instance, when temporary tax breaks are enacted, they are officially estimated to cost far less than they likely will, because of a loophole in federal budget baseline rules. Then, later efforts to extend the tax cuts are counted as increasing deficits when, in fact, by more reasonable metrics, they do nothing of the sort and might even reduce deficits. In response to such problems and the relative lack of scholarly attention, this article seeks to ground budget baselines in a theoretical framework and then apply this framework to some of the leading debates involving baselines. For example, after presenting this new framework for understanding budget baselines, the article proposes a way to fix the official baseline so that temporary tax cuts no longer appear less expensive than they really are and extensions no longer appear more expensive. This article also uses this framework to describe why the long-term fiscal shortfall is smaller than it is often depicted and why a long-term budget metric now under consideration should be rejected. Thus, by arriving at a better understanding of budget baselines, this article helps to inform a number of key fiscal debates, as well as to make recommendations for how to improve budget measures going forward.

The greatness of God's love, joy and peace fills our hearts, souls and minds, providing divine direction and assurance as we walk in our Lord's Spirit of love. And what great accomplishments have been made by the body of Christ when our Lord's love and unity prevail among His body members, when working together in the directives and spirit of their Lord. What creates and produces unity with the Heavenly Father, within us, and within the body of Christ?
