This was one of the longest wars in modern South Asia. Often referred to as an 'ethnic' conflict between the majority Sinhalas and the minority Tamils, the war had a profound religious dimension. The majority of Sinhala Buddhist monks (the Sangha) not only opposed any meaningful powersharing but latterly advocated an all-out military solution. Such a nexus between Buddhism and violence is paradoxical; nevertheless it has a historical continuity. In 2009 when the war ended amid serious questions of war crimes and crimes against humanity, monks defended the military and its Buddhist leadership. Taking the lives of three key Sangha activists as the modern framework of a Sinhala Buddhist worldview, this book examines the limitations of Western theories of peacebuilding and such solutions as federalism and multinationalism. It analyzes Sinhala Buddhist ethnoreligious nationalism and argues for the urgent need to engage Buddhist politics - in Lanka and elsewhere - with approaches and mechanisms that accommodate the Sangha as key actors in political reform. Sinhala Buddhism is often studied from a sociological or anthropological standpoint. This book fills a gap by examining the faith and practice of the Sinhala Sangha and their followers from a political science perspective.

Book excerpt: This study argues that political Buddhism and Sinhalese Buddhist nationalism have contributed to a nationalist ideology that has been used to expand and perpetuate Sinhalese Buddhist supremacy within a unitary Sri Lankan state; create laws, rules, and structures that institutionalize such supremacy; and attack those who disagree with this agenda as enemies of the state. The nationalist ideology is influenced by Sinhalese Buddhist mytho-history that was deployed by monks and politics in the late nineteenth and twentieth centuries to assert that Sri Lanka is the designated sanctuary for Theravada Buddhism, belongs to Sinhalese Buddhists, and Tamils and others live there only due to Sinhalese Buddhist sufferance. This ideology has enabled majority superordination, minority subordination, and a separatist war waged by the Liberation Tigers of Tamil Eelam (LTTE). The study suggests both LTTE terrorism and the ethnocentric nature of the Sri Lankan state, which resorts to its own forms of terrorism when fighting the civil war, need to be overcome if the island is to become a liberal democracy.The present government of President Mahinda Rajapakse is the first to fully embrace the Sinhalese Buddhist nationalist ideology, suggesting that a political solution to Sri Lanka's ethnic conflict is unlikely. Meaningful devolution of power, whereby Tamils could coalesce with their ethnic counterparts amidst equality and self-respect, is not in the offing. A solution along federal lines is especially unlikely. Instead, continued war and even attacks on Christians and Muslims seem to be in store for Sri Lanka as the Sinhalese Buddhist nationalist ideology is further consolidated. The study recommends that the international community adopt a more proactive stance in promoting a plural state and society in Sri Lanka. In addition to countering the terrorist methods employed by the LTTE, the international community should initiate and support measures to protect fundamental civil liberties and human rights of Sri Lanka's ethnic and religious minority communities.

Massacres occurred after the riots of May 1983, and over time about 1,25,000 Tamils entered India as refugees, fleeing from a virtual civil war which still afflicts the north of the island. The author, a renowned Sri Lankan analyst of global ethnic conflict, discusses the historical reasons behind the ethnic violence, especially the growth of the Sinhalas’ feeling of being a beleagured minority despite their numerical strength. Analysing the present conflict, he shows how the language policy of ‘Sinhala Only’, followed by the government in the sixties, supplanted religion as a divisive factor and how rivalry over educational and employment opportunities fuelled the schism. Bringing the story up to the present, de Silva examines the role played by Indian and Tamil Nadu politicians, and President Kumaratunga’s efforts towards a devolution of power to the Tamil Provinces. The following questions guided the study: how do political actors manipulate elections, and what are the salient features of electoral politics in Sri Lanka? Primary and secondary data formed the basis of the analysis, examining eight presidential elections. The research findings indicated that Sri Lankan governments, political parties and political leaders have taken advantage of six types of electoral manipulation, including constitutional tinkering, field fixing, time fixing, vote suppression, process manipulation and resource manipulation. Through a close examination of eight presidential elections, research carried out for the volume found that elections are often associated with violence; presidential elections are mainly a majoritarian affair in which minority communities play only a marginal role; there is a significant gender imbalance, as women’s participation in the electoral process is very limited; despite the presence of a large number of candidates contesting the election, it always remains a two-way race; and amid extensive manipulation and other problems, voter participation tends to be high. This volume will be a valuable resource for students, academics and researchers who focus on democracy, good governance, electoral studies and South Asian politics and history, and will enhance the conceptual foundation of democracy advocates and activists.

The Western public tends to assume that the doctrinal rejection of violence in Buddhism would make Buddhist pacifists, and often expects Buddhist societies or individual Asian Buddhists to conform to the modern Western standards of ‘peaceful’ behavior. This stereotype – which may well be termed ‘positive Orientalism,’ since it is based on assumption that an ‘Oriental’ religion would be more faithful to its original non-violent teachings than Western Christianity – has been periodically challenged by enthusiastic acquiescence by monastic Buddhism to the most brutal sorts of warfare. This volume demolishes this stereotype, and produces instead a coherent, nuanced account on the modern Buddhist attitudes towards violence and warfare, which take into consideration both doctrinal logic of Buddhism and the socio-political situation in Asian Buddhist societies.
