Book excerpt: Like many people in America and around the world, Talal Asad experienced the events of September 11, 2001, largely through the media and the emotional response of others. For many non-Muslims, "the suicide bomber" quickly became the icon of "an Islamic culture of death" a conceptual leap that struck Asad as problematic. Is there a "religiously-motivated terrorism?" If so, how does it differ from other cruelties? What makes its motivation "religious"? Where does it stand in relation to other forms of collective violence? Drawing on his extensive scholarship in the study of secular and religious traditions as well as his understanding of social, political, and anthropological theory and research, Asad questions Western assumptions regarding death and killing. He scrutinizes the idea of a "clash of civilizations," the claim that "Islamic jihadism" is the essence of modern terror, and the arguments put forward by liberals to justify war in our time. He critically engages with a range of explanations of suicide terrorism, exploring many writers' preoccupation with the motives of perpetrators. She argues that in many instances the efforts of Israel, Russia, and the United States in Iraq have failed to deter terrorism and suicide bombings. Bloom also considers how terrorist groups learn from one another, how they respond to counterterror tactics, the financing of terrorism, and the role of suicide attacks against the backdrop of larger ethnic and political conflicts. Dying to Kill begins with a review of the long history of terrorism, from ancient times to modernity, from the Japanese Kamikazes during World War II, to the Palestinian, Tamil, Iraqi, and Chechen terrorists of today. Bloom explores how suicide terror is used to achieve the goals of terrorist groups: to instill public fear, attract international news coverage, gain support for their cause, and create solidarity or competition between disparate terrorist organizations. She contends that it is often social and political motivations rather than inherently religious ones that inspire suicide bombers. In her chapter focusing on the increasing number of women suicide bombers and terrorists, Bloom examines Sri Lanka, where 33 percent of bombers have been women; Turkey, where the PKK used women feigning pregnancy as bombers; and the role of the Black Widows in the Chechen struggle against Moscow. The motives of individuals, whether religious or nationalist, are important but the larger question is, what external factors make it possible for suicide terrorism to flourish? Bloom describes these conditions and develops a theory of why terrorist tactics work in some instances and fail in others.

After discussing the overlaps and distinctions between piracy and maritime terrorism, this book considers how the International Ship and Port Facility Security Code, and other vessel identification and tracking measures in the 1974 International Convention for the Safety of Life at Sea, would be likely to reduce the risk of terrorist attacks at sea. It explains how the 1982 United Nations Convention on the Law of the Sea is less than clear on the powers of states to protect offshore installations, submarine cables and pipelines from interference by terrorists. In light of these uncertainties, it considers how the 2005 Protocol to the Convention for the Suppression of Unlawful Acts Against Maritime Navigation, the doctrine of necessity and states’ inherent self-defence rights might apply in the maritime security context. A significant contribution of the book is the formulation of the Maritime Terrorism Threat Matrix, which provides a structured framework for examining how maritime terrorism incidents have occurred, and might occur in the future. The book also examines the relevant national maritime security legislation for preventing maritime terrorist attacks in the United Kingdom and in Australia.
