But it was also a commonly accepted idea in the early twentieth century, an actual scientific concept originating from anthropological research on the physical characteristics of Europeans. The Scandinavian Peninsula was considered to be the historical cradle and the heartland of this ‘master race’. Measuring the Master Race investigates the role played by Scandinavian scholars in inventing this so-called superior race, and discusses how the concept stamped Norwegian physical anthropology, prehistory, national identity and the eugenics movement. It also explores the decline and scientific discrediting of these ideas in the 1930s as they came to be associated with the genetic cleansing of Nazi Germany. This is the first comprehensive study of Norwegian physical anthropology. Its findings shed new light on current political and scientific debates about race across the globe.

Reformers have sought to achieve either greater government accountability through majoritarian arrangements or wider parliamentary diversity through proportional formula. Underlying the normative debates are important claims about the impact and consequences of electoral reform for political representation and voting behavior. The study compares and evaluates two broad schools of thought, each offering contracting expectations. One popular approach claims that formal rules define electoral incentives facing parties, politicians and citizens. By changing these rules, rational choice institutionalism claims that we have the capacity to shape political behavior. Alternative cultural modernization theories differ in their emphasis on the primary motors driving human behavior, their expectations about the pace of change, and also their assumptions about the ability of formal institutional rules to alter, rather than adapt to, deeply embedded and habitual social norms and patterns of human behavior.

That basic result has been known since 1785, when Condorcet published his famous jury theorem. But that theorem has typically been dismissed as little more than a mathematical curiosity, with assumptions too restrictive for it to apply to the real world. In An Epistemic Theory of Democracy, Goodin and Spiekermann propose different ways of interpreting voter independence and competence to make jury theorems more generally applicable. They go on to assess a wide range of familiar political practices and alternative institutional arrangements, to determine what constellation of them might most fully exploit the truth-tracking potential of majoritarian democracy. The book closes with a discussion of how epistemic democracy might be undermined, using as case studies the Trump and Brexit campaigns.
