During the 1990s, UK higher education was transformed through the full panopoly of levers available to government - legislation, funding to encourage expansion and change, regulation and a national review. As we enter the 21st century, new organizational agents acting as brokers are emerging as important facilitators of systemic change. The central argument in this book is that brokering is a process that facilitates change at all levels of the education system and enables UK higher education to be more adaptive and responsive to society and the global marketplace. The educational broker is a facilitator who connects people, networks, organizations and resources to support change. The process is key to creating new innovative capacities involving partnerships that are now required of a socially attuned and continuously adaptive mass system. The educational brokerage role also includes activities that might be associated with the business world - where the broker is an agent, promoter, dealer or trader, or the political world - where the broker is a diplomat, mediator and negotiator. There has been little recognition, description or analysis of brokerage which is essential to the rapid development and utilization of knowledge in a large, complex, diverse, multipurpose and autonomous HE system. These new capacities offer exciting possibilities for advancing UK HE and for gaining competitive advantage. This volume provides, through a series of organizational case studies, important new insights into the ways in which change is being brokered by national bodies like the Learning and Teaching Support Network, University for Industry, the e-university and the Quality Assurance Agency. It also provides an overview of the international scene to show that UK higher education is leading the world in this approach to the development of a higher education system.

Since the end of the Second World War, the United States has sunk hundreds of billions of dollars into foreign economies in the hope that its investments would help remake the world in its own image—or, at the very least, make the world “safe for democracy.” So far, the returns have been disappointing, to say the least. Pushing for fair and free elections in undemocratic countries has added to the casualty count, rather than taken away from it, and trying to eliminate corruption entirely has precluded the elimination of some of the worst forms of corruption. In the Middle East, for example, post-9/11 interventionist campaigns in Afghanistan and Iraq have proved to be long, costly, and, worst of all, ineffective. Witnessing the failure of the utopian vision of a world full of market-oriented democracies, many observers, both on the right and the left, have begun to embrace a dystopian vision in which the United States can do nothing and save no one. Accordingly, calls to halt all assistance in undemocratic countries have grown louder. But, as Stephen D. Krasner explains, this cannot be an option: weak and poorly governed states pose a threat to our stability. In the era of nuclear weapons and biological warfare, ignoring troubled countries puts millions of American lives at risk. “The greatest challenge for the United States now,” Krasner writes, “is to identify a set of policies that lie between the utopian vision that all countries can be like the United States . . . and the dystopian view that nothing can be done.” He prescribes a pragmatic new course of policy. Drawing on decades of research, he makes the case for “good enough governance”—governance that aims for better security, better health, limited economic growth, and some protection of human rights. To this end, Krasner proposes working with despots to promote growth. In a world where a single terrorist can kill thousands or even hundreds of thousands of people, the United States does not have the luxury of idealistically ignoring the rest of the world. But it cannot remake the world in its own image either. Instead, it must learn how to make love to despots.

Why do state actors sometimes delegate governing power to other bodies? How do different organizations including the state, the business community, and protection rackets come to govern different markets? Scholars have used both sociological and economic approaches to study these questions; here Timothy Frye argues for a different approach. He seeks to extend the theoretical and empirical scope of theories of self-governance beyond groups that exist in isolation from the state and suggests that social order is primarily a political problem. Drawing on extensive interviews, surveys, and other sources, Frye addresses these question by studying five markets in contemporary Russia, including the currency futures, universal and specialized commodities, and equities markets. Using a model that depicts the effect of state policy on the prospects for self-governance, he tests theories of institutional performance and offers a political explanation for the creation of social capital, the formation of markets, and the source of legal institutions in the postcommunist world. In doing so, Frye makes a major contribution to the study of states and markets.
