How do brokers overlap with informal social networks? What is the kind of regulatory and social environments that prompted the emergence and dominance of brokers in labour migration? This research also seeks to identify efforts that are necessary to curb criminal activities in brokerage and improve protections. A special attention is given to possible collaborations among ASEAN country members to better control the industry. This book comes out of the collaboration of six Jesuit institutions that work for migrant workers under the Jesuit Conference of Asia Pacific (JCAP) Migration Network. It is the third research project after the ones on Left-Behind Children (2016) and Settling Down (2017).

Since the 1980s, the newly prosperous countries of East Asia have recruited foreign household workers at a rapidly increasing rate. Many come from the Philippines and Indonesia. Pei-Chia Lan interviewed and spent time with dozens of Filipina and Indonesian domestics working in and around Taipei as well as many of their Taiwanese employers. On the basis of the vivid ethnographic detail she collected, Lan provides a nuanced look at how boundaries between worker and employer are maintained and negotiated in private households. She also sheds light on the fate of the workers, “global Cinderellas” who seek an escape from poverty at home only to find themselves treated as disposable labor abroad. Lan demonstrates how economic disparities, immigration policies, race, ethnicity, and gender intersect in the relationship between the migrant workers and their Taiwanese employers. The employers are eager to flex their recently acquired financial muscle; many are first-generation career women as well as first-generation employers. The domestics are recruited from abroad as contract and “guest” workers; restrictive immigration policies prohibit them from seeking permanent residence or transferring from one employer to another. They care for Taiwanese families’ children, often having left their own behind. Throughout Global Cinderellas, Lan pays particular attention to how the women she studied identify themselves in relation to “others”—whether they be of different classes, nationalities, ethnicities, or education levels. In so doing, she offers a framework for thinking about how migrant workers and their employers understand themselves in the midst of dynamic transnational labor flows.

Focusing on cross-border marriages within Asia, a region where collectivist and familistic values are still prevalent, this book points to the importance of going beyond the state-individual nexus to conceptualise and foreground the family as a strategic site where citizenship is mediated, negotiated and experienced. Through six critical and in-depth case studies on cross-border marriages between East, Southeast, and South Asia, this book reveals how nation-states mobilize patriarchal notions of the family for its citizenship project; how formal frameworks of citizenship structure the trajectory and circumstances of cross-border families; how the repercussions of marriage migrants' citizenship are experienced and negotiated across generations; and how the tensions between the individual, the family and the state are produced along gender, class, race/ethnic, religious, cultural, geographical and generational boundaries. Collectively, this book calls for a rethinking of citizenship from an individual-centred proposition to a family-level concept. Book excerpt: Centering his analysis in the dynamic forces of modern East Asian history, Kuan-Hsing Chen recasts cultural studies as a politically urgent global endeavor. He argues that the intellectual and subjective work of decolonization begun across East Asia after the Second World War was stalled by the cold war. At the same time, the work of deimperialization became impossible to imagine in imperial centers such as Japan and the United States. Chen contends that it is now necessary to resume those tasks, and that decolonization, deimperialization, and an intellectual undoing of the cold war must proceed simultaneously. Combining postcolonial studies, globalization studies, and the emerging field of “Asian studies in Asia,” he insists that those on both sides of the imperial divide must assess the conduct, motives, and consequences of imperial histories. Chen is one of the most important intellectuals working in East Asia today; his writing has been influential in Taiwan, South Korea, Hong Kong, Japan, Singapore, and mainland China for the past fifteen years. As a founding member of the Inter-Asia Cultural Studies Society and its journal, he has helped to initiate change in the dynamics and intellectual orientation of the region, building a network that has facilitated inter-Asian connections. Asia as Method encapsulates Chen’s vision and activities within the increasingly “inter-referencing” East Asian intellectual community and charts necessary new directions for cultural studies.

Many migrants seek overseas employment with the help of agents or intermediaries. They also comprise an insalubrious underworld of smugglers and traffickers. The agents who recruit and deploy migrant workers are at the heart of the evolving migration infrastructure, i.e. the network of business and personal ties that is creating a global labour market. This book highlights best practices in the activities and regulation of these merchants of labour as well as innovative strategies to protect migrant workers, underlining the contribution of ILO standards. It covers a broad range of national and regional experiences and puts "merchants of labour" in the wider context of changing employment relationships in globalizing labour markets. It also reviews international best practices and proposes appropriate predeparture programs, post-return services for Tajik migrants, and ways to address migrate worker issues related to the pandemic.
