Book excerpt: Using a rich variety of historical sources, Suzanne Morton traces the history of gambling regulation in five Canadian provinces - Nova Scotia, Quebec, Ontario, Manitoba, and B.C. - from the First World War to the federal legalization in 1969. This regulatory legislation, designed to control gambling, ended a long period of paradox and pretence during which gambling was common, but still illegal. Morton skilfully shows the relationship between gambling and the wider social mores of the time, as evinced by labour, governance, and the regulation of 'vice.' Her focus on the ways in which race, class, and gender structured the meaning of gambling underpins and illuminates the historical data she presents. She shows, for example, as "Old Canada" (the Protestant, Anglo-Celtic establishment) declined in influence, gambling took on a less deviant connotation - a process that continued as charity became secularized and gambling became a lucrative fundraising activity eventually linked to the welfare state. At Odds is the first Canadian historical examination of gambling, a complex topic which is still met by moral ambivalence, legal proscription, and volatile opinion. This highly original study will be of interest to the undergraduate history or social science student, but will also hold the attention of a more general reader.

Citizen assemblies on electoral reform were conducted in British Columbia, the Netherlands, and Ontario. Groups of randomly selected ordinary citizens were asked to independently design the next electoral system. In each case, the participants spent almost an entire year learning about electoral systems, consulting the public, deliberating, debating, and ultimately deciding what specific institution should be adopted. When Citizens Decide uses these unique cases to examine claims about citizens' capacity for democratic deliberation and active engagement in policy-making. It offers empirical insight into numerous debates and provides answers to a series of key questions: 1) Are ordinary citizens able to decide about a complex issue? Are their decisions reasonable? 2) Who takes part in such proceedings? Are they dominated by people dissatisfied by the status quo? 3) Do some citizens play a more prominent role than others? Are decisions driven by the most vocal or most informed members? 4) Did the participants decide by themselves? Were they influenced by staff, political parties, interest groups, or the public hearings? 5) Does participation in a deliberative process foster citizenship? Did participants become more trusting, tolerant, open-minded, civic-minded, interested in politics, and active in politics? 6) How do the other political actors react? Can the electorate accept policy proposals made by a group of ordinary citizens? The analyses rely upon various types of evidence about both the inner workings of the assemblies and the reactions toward them outside: multi-wave panel surveys of assembly members, content analysis of newspaper coverage, and public opinion survey data. The lessons drawn from this research are relevant to those interested in political participation, public opinion, deliberation, public policy, and democracy. These living history museums promised authentic reconstructions of the past but, as Time Travel shows, they revealed more about mid-twentieth-century interests and perceptions of history than they reflected historical fact. An appetite for commercial tourism led to the rise of living history museums. They became important components of economic growth, especially as part of government policy to promote regional economic diversity and employment. Alan Gordon explores how these museums were shaped by post-war pressures, personality conflicts, funding challenges, and the need to balance education and entertainment. Ultimately, the rise of the living history museum is linked to the struggle to establish a pan-Canadian identity in the context of multiculturalism, competing anglophone and francophone nationalisms, First Nations resistance, and the growth of the state.
