It reviews the concept of the refugee and the international protection of refugees from the unconventional angle of the prospects and limitations of multilateralism in the post Cold War era. This approach - taking conflict prevention and resolution as its point of departure - ensures that Broadening the Edges: Refugee Definition and International Protection Revisited is not only novel, but comprehensive and practical as well. It is comprehensive because it offers a review of state practice within the United Nations and regional contexts, as well as a review of the practice of the United Nations inter-agency system. It is practical because it is based on the personal experience of its author, not on theoretical models. The broadening concept of security, affecting the attitudes of states towards refugees, is the underlying theme of the book. As a result, the contemporary preoccupation with how best to provide international protection to all those in need of it is reviewed from a number of relevant perspectives - including that of peacekeeping, sanctions, and coordination and competence within the United Nations. Pirkko Kourula worked for some twelve years in UNHCR in Asia, Europe and the USA, and was Deputy Director of UNHCR Liaison Office at United Nations Headquarters in New York from 1991 to 1996. She was also Director for Humanitarian Assistance and Food Aid at FINNIDA, the Finnish International Development Agency, Ministry of Foreign Affairs.

Book excerpt: This volume contains the Proceedings of the Third International EXAFS Conference, hosted by Stanford University and the Stanford Synchrotron Radiation Laboratory on July 16-20, 1984. The meeting, co-chaired by Professors Arthur Bienenstock and Keith Hodgson, was attended by over 200 scientists representing a wide range of scientific disciplines. The format of the meeting consisted of 51 invited presenta tions and four days of poster sessions. This Proceedings is a compilation of 139 contributions from both invited speakers and authors of contributed posters. The last ten years has seen the rapid maturation of x-ray absorption spectrosco pyas a scientific discipline. The vitality of the field is reflected in the diver sity of applications found in the Proceedings. Recent work continues to probe the limits of x-ray spectroscopy, with proven techniques being extended to, for examp le, very low or high energy studies, to very dilute systems, and to studies of surface structure. In fact, the title of the conference does not at all reflect the breadth of the science discussed at this meeting. The number of fields in which x ray absorption spectroscopy is finding applications has increased dramatically even in the two years since the previous International Conference held in Frascati*. The prospects for continued growth and innovation will be even further enhanced if a new generation 6 GeV storage ring is constructed in the next five years.

Amongst the anticipated advantages of spintronics technologies, researchers have identified the non-volatile storage of data with high density and low energy consumption as particularly relevant. This monograph examines the concept of half-metallic compounds perspectives to obtain novel solutions and discusses several oxides such as perovskites, double perovskites and CrO2 as well as Heusler compounds. Such materials can be designed and made with high spin polarization and, especially in the case of Heusler compounds, many material-related problems present in current-day 3d metal systems, can be overcome. Book excerpt: Although much work has been performed on measure ments and interpretation of light absorption by opaque or nearly opaque solids, it is surprising to note that until recently relatively little reliable experimental data, and much less theoretical work was available on the nature of transparent solids. This, in spite of the fact that a vast majority of engineering and device ap plications of a solid depend on its optical transparency. Needless to say, all solids are both transparent and opa que depending on the spectral region of consideration. The absorption processes that limit the transparency of a solid are either due to lattice vibrations, as in ionic or partially ionic solids, or due to electronic transi tions, both intrinsic and impurity-induced. For most materials, a sufficiently wide spectral window exists be tween these two limits, where the material is transpar ent. In general, the absorption coefficient, in the long wavelength side of, but sufficiently away from, the fun damental absorption edge, is relatively structureless and has an exponential dependence on frequency. Recent evi dence suggests that in the short wavelength side of the one-phonon region, but beyond two- or three-phonon sin gularities, the absorption coefficient of both polar and nonpolar solids is also relatively structureless and de pends exponentially on frequency.
