Book excerpt: This report by the committee majority staff is part of our ongoing examination into the efficacy of Radio and TV Marti. Radio Marti was created in 1983 to support the Cuban people in their quest for "accurate, unbiased, and consistently reliable" news and entertainment; TV Marti followed in 1990. Unfortunately, listeners and viewers never received the kind of high quality programming that was originally intended. Problems with adherence to traditional journalistic standards, miniscule audience size, Cuban Government jamming, and allegations of cronyism have dogged the program since its creation. As a result, Congress has reduced TV Marti's funding and has strongly encouraged Radio Marti to ensure that its broadcasts adhere to journalistic standards practiced by the Voice of America. Indeed, this report goes further, and recommends that the Office of Cuba Broadcasting be incorporated into the Voice of America.

The United States has been broadcasting to Cuba for more than two decades via Radio Marti and, subsequently, TV Marti to "break the information blockade" and promote freedom and democracy in Cuba. U.S. television broadcasting to Cuba is performed by the Office of Cuba Broadcasting (OCB), which is a U.S. government entity, overseen by the Broadcasting Board of Governors (BBG), and based in Miami. OCB operates TV Marti, which broadcasts news, commentary, and entertainment programming to Cuba. From the inception of these broadcasting efforts, various questions have been raised regarding their purpose, quality, and effectiveness. In light of the more than $500 million that has been spent over the years on broadcasting to Cuba and OCB's almost $35 million annual budget, we have reviewed a variety of issues related to the effectiveness of OCB's television broadcasts. Since the inception of TV Marti in 1990, GAO has reported on longstanding weaknesses in TV Marti's operations. This testimony will be based on two recent GAO reports, issued in July 2008 and January 2009. Based on your interest, this testimony will focus mainly on key observations regarding TV Marti. These observations include the following: (1) OCB's approach for broadcasting and what is known about the size of TV Marti's audience in Cuba (2) How BBG and OCB ensure TV Marti's compliance with journalistic principles (3) The steps taken to ensure that U.S. television broadcasting to Cuba adheres to domestic and international broadcasting laws, agreements, and standards (4) The steps that BBG and OCB have taken to address management and oversight challenges (5) BBG's International Broadcasting Bureau's (IBB) contract award process for television broadcasting to Cuba. In brief, Mr. Chairman, we found certain actions are needed to improve the strategy and operations of U.S. television broadcasting efforts to Cuba. To assist decisionmakers in formulating the U.S. broadcasting strategy and making funding decisions, we recommended that BBG assemble data to help decisionmakers assess the effectiveness and return on investment of OCB's various transmission methods. We also made recommendations in other areas, such as operations and contracting practices, which BBG said it will implement.

GAO analyzed documentation related to strategic planning, audience research, oversight, and operations and interviewed officials from BBG, BBG's International Broadcasting Bureau (IBB), OCB, State, and other agencies. GAO is making recommendations to BBG to analyze the relative return on investment from each of OCB's transmission methods, coordinate the sharing of audience research, enhance guidance and training to improve adherence to journalistic standards, ensure that inappropriate advertisements do not appear during OCB broadcasts, and improve communication with OCB employees.

In addition to radio and television, OCB has an Internet site, all of which are known collectively as the Martís. The Voice of America (VOA) Latin America Division broadcasts in Spanish to all Spanish-speaking countries in Latin America and the Caribbean, except Cuba, and in Creole to Haiti and other Creole-speaking Caribbean countries. Employing radio, television, social media, and Web sites, the division seeks to engage with the people of the hemisphere, in particular its growing population of young people. Russian language broadcasting by U.S. Government international broadcast entities has been a priority since the early days of the Cold War. The Voice of America (VOA) Russian Service, a Federal broadcasting entity, has provided programming to Russia and other former Soviet republics continuously since 1947. Radio Free Europe/Radio Liberty (RFE/RL), a private, non-profit grantee corporation, which has been broadcasting in Russia since 1953, receives Federal funding from the Broadcasting Board of Governors (BBG). This book discusses all of these broadcasting entities and provides internal assessments of each.
