Contrary to current thinking, Matthew S. Seligmann argues that Germany emerged as a major threat at the outset of the twentieth century, not because of its growing battle fleet, but because the British Admiralty (rightly) believed that Germany's naval planners intended to arm their country's fast merchant vessels in wartime and send them out to attack British trade in the manner of the privateers of old. This threat to British seaborne commerce was so serious that the leadership of the Royal Navy spent twelve years trying to work out how best to counter it. Ever more elaborate measures were devised to this end. These included building 'fighting liners' to run down the German ones; devising a specialized warship, the battle cruiser, as a weapon of trade defence; attempting to change international law to prohibit the conversion of merchant vessels into warships on the high seas; establishing a global intelligence network to monitor German shipping movements; and, finally, the arming of British merchant vessels in self-defence. In the late nineteenth century the advent of the modern torpedo woke the Royal Navy to a potent threat to its domination, not seriously challenged since Trafalgar. For the first time a relatively cheap weapon had the potential to sink the largest, and costliest, exponents of sea power. Not surprisingly, Britain’s traditional rivals invested heavily in the new technology that promised to overthrow the naval status quo. The Royal Navy was also quick to adopt the new weapon, but the British concentrated on developing counters to the essentially offensive tactics associated with torpedo-carrying small craft. From these efforts came torpedo catchers, torpedo-gunboats and eventually the torpedo-boat destroyer, a type so successful that it eclipsed and then usurped the torpedo-boat itself. With its title shortened to destroyer, the type evolved rapidly and was soon in service in many navies, but in none was the evolution as rapid or as radical as in the Royal Navy. This book is the first detailed study of their early days, combining technical history with an appreciation of the changing role of destroyers and the tactics of their deployment. Like all of Norman Friedman’s books, it reveals the rationale and not just the process of important technological developments.

Available in PDF, EPUB and Kindle. Book excerpt: In 1906, the Germans began building their own dreadnought fleet armed with larger guns, word of which soon reached the British Admiralty. This raised the spectre that the British dreadnought fleet would be outgunned, and prompted the Admiralty to order the building of their own “super dreadnoughts”. The first of these new dreadnoughts were laid down in 1909, and entered service three years later. The British public supported this programme, and the slogan “we want eight and cannot wait” became popular, a reference to the building of eight of these super dreadnoughts. Four more super dreadnoughts entered service in 1914. By then the Admiralty had developed a new programme of “fast battleships”, armed with 15-inch guns. These powerful warships entered service in time to play a part in the battle of Jutland in 1916. World War I broke out before the Royal Navy had fully evaluated these new warships, and so lessons had to be learned through experience – often the hard way. Although none of these super dreadnoughts were lost in battle, their performance at the battle of Jutland led to a re-evaluation of the way they were operated. Still, for four years they denied control of the sea to the enemy, and so played a major part in the final collapse of Imperial Germany.
