Book excerpt: While the experiences of the men and ships who sailed in the Allied convoys to North Russia between August 1941 and May 1945 have been fully documented, the wider political, diplomatic and military factors which determined the campaign are less well known. The principal actors Roosevelt, Churchill and Stalin each had their own agendas and expectations, influenced by advisers and competing national priorities. These inevitably gave rise to differences putting pressure in turn on the convoy program while the varying effectiveness of German counter-action was a significant and unpredictable factor. 1942 was dominated by pressure on Churchill from Roosevelt and Stalin to increase the size of convoys at a time when the Royal Navy lacked the necessary escorts. This deficiency was exacerbated by heavy merchant shipping losses and the demands of Operation TORCH. The temporary convoy suspension in 1943 followed the deployment of German heavy warships to Norway and the diversion of escorts to Operation HUSKY. A serious Anglo-Soviet rift, which led to Allied threats to discontinue the program, was only resolved by lengthy negotiations. It resumed until temporarily suspended due to the D-Day landings after which the increasing escort availability allowed operations to run uninterrupted until May 1945. This carefully researched work providing an overview of the strategic factors dominating the costly yet war-winning Arctic convoy program will be welcomed by experts and laymen alike.

The volume critically reappraises the law and facts underlying his trial, the no second-guessing rule in customary international humanitarian law (IHL) that is named after the general himself, and the assessment of modern battlefield decisions. Using recently discovered documents, this volume casts major doubts on Rendulic’s claim that he considered the region’s total devastation and the forcible evacuation of all of its inhabitants imperatively demanded by military necessity at the time. This book’s analysis of court records reveals how the tribunal failed to examine relevant facts or explain the Rendulic Rule’s legal origin. This anthology shows that, despite the Hostage Case’s ambiguity and occasional suggestions to the contrary, objective reasonableness forms part of the reasonable commander test under IHL and the mistake of fact defence under international criminal law (ICL) to which the rule has given rise. This collection also identifies modern warfare’s characteristics—human judgment, de-empathetic battlespace, and institutional bias—that may make it problematic to deem some errors both honest and reasonable. The Rendulic Rule embodies an otherwise firmly established admonition against judging contentious battlefield decisions with hindsight. This has often been contrasted with the violence perpetrated in colonial contexts on other continents. What is often missed, however, is the extent to which the state with its capital in London--first England, then Great Britain--inflicted extreme violence on its European neighbors, even when still using the rhetoric of neighborliness and friendship. This book comprises eleven case-studies of Anglo-British strategic violence, from the siege of Harfleur in 1415 to the fire-bombing of Hamburg in 1943. Chapters examine actions that were top-down and directed, and perpetrated for specific geopolitical reasons--many of them at, or well beyond, the bounds of what was sanctioned by prevailing international norms at the time. The contributors look at how these actions were conceived, executed and perceived by the English/British public, by the international legal community of the time, and by the victims.
