Book excerpt: This 2004 book aims at advancing our understanding of the influences international norms and international institutions have over the incentives of states to cooperate on issues such as environment and trade. Contributors adopt two different approaches in examining this question. One approach focuses on the constitutive elements of the international legal order, including customary international law, soft law and framework conventions, and on the types of incentives states have, such as domestic incentives and reputation. The other approach examines specific issues in the areas of international environment protection and international trade. The combined outcome of these two approaches is an understanding of the forces that pull states toward closer cooperation or prevent them from doing so, and the impact of different types of international norms and diverse institutions on the motivation of states. The insights gained suggest ways for enhancing states' incentives to cooperate through the design of norms and institutions.

The Anglosphere's origins lie in the British Empire and the conflicts of the 20th century. It encompasses an extensive but ill-defined community bonded by language, culture, media, and 'civilisational' heritage founded on the shared beliefs and practices of free-market economics and liberal democracy. Supporters of the Anglosphere argue that it provides a better 'fit' for English-speaking countries at a time when global politics is in a state of flux and under strain from economic crises, conflict and terrorism, and humanitarian disasters. This edited volume provides the first detailed analyses of the Anglosphere, bringing together leading international academic experts to examine its historical origins and contemporary political, social, economic, military, and cultural manifestations. They reveal that the Anglosphere is underpinned by a range of continuities and discontinuities which are shaped by the location of its five core states. The volume reveals that although the Anglosphere is founded on a common view of the past and the present, it continually seeks to realise a shared future which is never fully attained. Contrary to received opinion, the author argues that the decision was not taken hastily as a result of the November 1967 devaluation. Nor is there any hard evidence to support the notion that there existed a 'Pound-Defence' deal with the USA. Despite Washington's pressure to maintain Britain's East of Suez role, the decision was taken by the Labour Government on the basis of a long-term effort to re-examine Britain's world role since 1959, and it marked the end of an era for postwar Britain.

This brought sterling into the turmoil of the world currency markets, and by the end of the 1970s, sterling had quietly ended its role as an international currency. Sterling-dollar diplomacy collapsed, bringing to an end what had hitherto been considered Britain's prime relationship. Britain and European Monetary Cooperation, 1964-1979 provides a unique perspective on these events, shedding light on the complexities of the historical context of British monetary diplomacy and exploring the country's attempt at a European approach to sterling in the 1960s and '70s. The book describes the political and economic approach Britain took at the turn of the 1970s, and explains how the country became restricted by the burden of the sterling balances. In this book, the author illustrates how these developments offered opportunity for both cooperation and conflict in the light of monetary diplomacy. He demonstrates how Britain's struggle to achieve exchange rate stability, twinned with controversy over European Economic Community membership, finally prompted serious reconsideration of economic policy-making. This book challenges the commonly-held perception of the decline of sterling, and explains that, although Britain's attempt at a European approach failed, the decline of the currency was more complicated than a 'managed decline'.

The book argues forcefully that it is now time for both Britain and France to give up their long-standing attitude of mutual indifference or even rivalry, and to recognise openly the similarities and natural affinities that exist between them.
