Maximum prices have since been fixed for most metals, and the quantities available for ordinary commercial pur poses are very greatly reduced. The result in India has been to post. Pone all new work which was not really urgent and to hamper ex isting constructions by the shortage and uncertainty of supplies. While the actual decrease in the trade is equivalent to about 42 per cent in weight the high prices ruling show a decline in of only 6 per cent. Book excerpt: Excerpt from Sketch of the History, Government and Resources of British India: With Tables of the Revenue and Expenditure It will doubtless appear presumptuous for any person, and more especially one not in the slightest degree connected with east-indian affairs, to attempt so vast a subject in the circumscribed space of a pamphlet; but it must be recollected that no more is meant than to give such a general idea of the' country as may be obtained by reading and inquiry. It was at first intended merely to publish the Tables of the Revenue and Expenditure, but the investigation necessary for that purpose produced an irresistible desire to make the hazardous attempt of an entire sketch of the country. This sketch will, of course, contain only an outline of the internal administration and economy of our Indian possessions. Indeed, it is hardly possible, in any case, for an individual not locally acquainted with a country to descend with accuracy into the minute details of its government and constitution, and, even if it were, it is very doubtful whether such a knowledge would be of any service to those who lived at a distance from it, and had not the opportunity of observing the practical operation of the system. Custom frequently intro dunes deviations from established regulations, which are not to be learned without practical experience, or, at all events, an extent of research to which the advantage to be obtained seems hardly commensurate. National manners and prejudices also have so great an in uence on the minutia of the business of administration, that it would not always be easy to discover the identity of establishments in different countries, though their actual constitution might be precisely the same. Hence a bare description of the rules, however minute, by which the affairs of a nation are conducted, will afford, after all, but a general idea of its government and internal economy; and the notion we might form in our minds of a country which was actually regulated by such ordi nances, might still differ very widely from the reality. It is from considerations like these that the author has thought a sketch of the leading features of the Indian empire would be sufficient to give such a general idea as to lead to a right understanding of affairs connected therewith, and that some useful information might be contained in a few pages, which would not be unacceptable to the general reader who was not anxious to enter into the more detailed histories. The narrative is to be considered merely as a record of events connected with the acquisition of territory or tribute. The neglect shall be repaired in future, and with usury for delay. Till of late years, a very imperfect knowledge existed in this country of the state of British India. The company had gone on adding field to field, and kingdom to kingdom, and the news of their military triumphs were the sole portion of their history, with which the public was favoured. We were accustomed to listen to the tale of imprisoned and ransomed princes - of captured towns and provinces - of defeated armies - and of splendid treaties of peace. The power which was already gigantic, went on increasing in magnitude, and little was heard but the echoes of shoutings which celebrated victories won. Who inquired - who cared - about the vanquished millions? This was the day of spoliation - of oppression - of impunity; but, little by little, attention was awakened to the huge empire which the company of merchants had gradually mastered. Some of their misdoings found a voice in England, till at last floods of light have burst upon the question; and among the most valuable of the light given, we reckon the intelligent and benevolent authors of the works whose titles head this article, on whose treasures we shall draw without hesitation. Up to the year 1784, their affairs were administered by a joint -stock trading body, termed the East India Company, which was originally incorporated ia. 1601, and endowed with exclusive trading privileges in relation to India and China. Since 1784, the political functions of the Company have been con trolled by the direct authority of the Crown, acting through a ministerial board of com missioners for the affairs of India; by this double government the govemor-general, the subordinate governors, the command ers-in-chief of the army and other function aries have been appointed, in the name of the sovereign. In 1813, the mercantile mo nopoly possessed by the Company in the continental portion of the East Indies was abrogated by parliamentary enactment, * and the commerce thrown open to all British subjects but the exclusive trade with China was still left in the hands of the association, and individuals not engaged in the service of the Crown or of the Company were obliged to obtain from the latter a licence or permission to reside in India. The so-called critics make the problem of British Adminis tration even more and more difficult. It is a great pity that, with most critics on Indian affairs, a sound knowledge of the history of the country is hardly considered essential before the formulation and public utterance of most decided opinions. Nothing in the world is perfect, and I do not for a moment say that the British Administration of India is not capable of great improvements. The rulers show no lack of adjustment to local conditions, though they have yet to teach young India to appreciate the dignity of manual labour. The immense inert mass of peasantry have a firm faith in the Sirkar, and show a willing submissiveness to a strong and consistent govern ment; and not all the harangues of the agitators have as yetbeen able to influence the current of devotion to the person of the Sovereign and belief in the benignity of his rule. But the profound, possibly unconscious, indifference of English states men to Indian affairs, if much longer continued, is likely to break the spell of British prestige in India; specially as now certain faddists systematically indulge in the luxury of ferret ing out isolated instances of injustice, and are trying to shape formless and occasional discontent into a single con tinuous outcry against imaginary widespread oppression. Sometimes English faddists unwittingly fan the flames of discontent for the mere love of party applause, which has risen among some of them to the height of a passion. With others, it is the hunger for cheap distinction. They have evidently no time to give a thought to the serious nature of their utterances. They forget that modern India is the most striking achievement of the white people in the tropics. The French in Indo China, the Dutch in java, or the Americans in the Philippine Islands, have not been half as successful as the English in India. Book excerpt: Excerpt from The Trade of the East India Company From 1709 to 1813 The monopoly of the early Chartered Companies had a political rather than an economic basis, and the aid of the government was invoked and cajoled as some outside force, to help one section of the community against all others. Prior to Tudor times, all matters concerning trade had been within the sphere of the Royal prerogative, and this was recognised without question as the con stitutional position, so that the grant of a rich monopoly to a court favourite was considered to be quite within the rights of the Crown. Elizabeth, however, carried the practice to a dangerous excess, and the Commons, now that the bogie of Hapsburg ascendancy was a thing of the past, made a stand against the prodigality with which she granted unnecessary monopolies to her courtiers. The Queen, who was most certainly abusing her privi leges in thus sacrificing to personal favouritism the interests of her subjects in general, was wise enough to withdraw, and the Royal prerogative in the matter was left as a field of controversy for her successors.
