Book excerpt: Global politics has changed with unaccustomed swiftness since the end of the Cold War. Eastern Europe is free; the Soviet Union has broken up; China presses free market economic reform; and the United States and Russia have declared a joint commitment to end nuclear war. The force of these changes has created a new agenda for global politics and security policy. This does not mean that nuclear weapons have lost their centrality. Nuclear development programs continue in the major holders of advanced weapons. In Israel, Pakistan, India, North Korea, Iraq, and Iran nuclear intentions are subject to widespread speculation and scrutiny. Negotiations for renewal of the Nuclear Non-Proliferation Treaty remind us that the treaty requires serious efforts to abolish nuclear weapons. Nuclear Choices points out that the Cold War's end has not banished mistrust. Instead, it has opened the door to frank conversation about the usefulness of force and the need to address common fears. States now face a global choice among alternative nuclear futures. If they desire to avoid runaway nuclear development, the choices come down to three: the status quo, disengagement, or abolition. Larkin argues that if they chose the status quo, they elect a world in which only terror and self-restraint keep devastation at bay, a world in which instant destruction is possible. This study focuses on the nuclear weapons programs of Great Britain, China, and France, because they may be less familiar to students of international affairs. Each of these countries has developed a substantial nuclear capability that could decisively shape the result of coming global nuclear decisions. Larkin concludes that these three minipowers could conclude that nuclearism serves their interests, refuse disengagement, and encourage proliferation. If they are prepared to abandon nuclearism, they have tremendous political leverage on Russia, the United States, and also on undeclared and aspiring nuclear weapons states. For now, only the United Kingdom, France, and China maintain sufficient warhead inventories and production capabilities to have strong effects on how the United States and Russia view their own strategic capabilities. Nuclear Choices asserts that governments, polities, and parties today do not know how to guarantee themselves against weapons of mass destruction. They must either acquire the political and social means to achieve such guarantees or accept a world in which nuclearism will continue to cast its shadow over all aspects of nation building. It will be of interest to political scientists, policymakers, military analysts, and those interested hi the nuclear issue.

Book excerpt: The Naval War College has expanded its expertise in the Asia-Pacific Rim region in recent years largely in response to the growing significance of the region to U.S. national security. The College has actively hired prominent scholars and hosted a number of conferences, workshops, and guest speakers focusing on the problems and possibilities facing the Pacific Rim. South and Northeast Asia, after all, are home to some of the world's fastest-growing economies and close American allies, as well as several potential political and diplomatic flashpoints. Even more to the point, China is an ascending economic and military power both in the region and on the world stage. The U.S. Navy plays a leading role in maintaining stability in the region with its strong presence and ability to guard the freedom of navigation in vital sea lines of communication. The efforts of the Asia-Pacific Rim specialists at the Naval War College in some ways represent a case of “back to the future.” One of the proudest episodes in the College's history came in the 1930s when Newport played a central role in developing the military plans necessary to cope with the ascendance of another Asian economic and military power—Japan. Although we expect that wise diplomacy and national self-interest will prevent a reoccurrence of similar difficulties in the coming decades, there is no substitute for military preparedness and well-thought-out international and regional strategies for dealing with the important region. The Naval War College Press has done its part in providing its readers with many excellent articles on regional security in Asia in the Naval War College Review; an important book—Jonathan Pollack, editor, Strategic Surprise? U.S.-China Relations in the Early Twenty-first Century (released March 2004); and now Newport Paper 22. Professor Lyle Goldstein of the Strategic Research Department of the College's Center for Naval Warfare Studies has been at the forefront of recent research into China's future. In this project he has guided a handful of naval officers through the puzzle of China's ongoing nuclear modernization programs. With the able assistance of Andrew Erickson, these sailor-scholars have examined various aspects of nuclear modernization from ballistic missile defense to nuclear command and control. In general the chapter tells a cautionary tale; the progress of China's nuclear modernization documented here should give pause to those inclined to dismiss China's military modernization. Steadily and with relatively little attention the People's Republic continues to improve its technologies and weapons systems. As the authors emphasize, no “Rubicon” has been crossed, but potentials are already apparent that, if realized, the U.S. Navy as now constituted would find challenging indeed.

Under the most optimistic current scenarios, these arsenals will remain very large and launch-ready for more than a decade. This book, by a distinguished group of coauthors, critically evaluates the current policy of retaining and operating large nuclear arsenals. It reviews U.S. nuclear doctrine and strategy, and the role of nuclear weapons in deterring aggression by former Cold War adversaries and other countries with weapons of mass destruction. The risks of inadvertent as well as deliberate nuclear attack are assessed. The authors argue that small arsenals (low hundreds) on low alert satisfy all justifiable requirements for nuclear weapons. Initially, Beijing’s political corridors dismissed the dangers of a nuclear war while reaffirming the principles of a “people’s war”, however, later, witnessed Mao recasting the struggle into one with a military-technical emphasis that relied on assured nuclear retaliation to ensure effective deterrence. With China seeing a massive amount of political guanxi being expended, it comprehended that nuclear weapons shall play a fundamental role in its long-term aspirations to augment its position and role in global politics. Given that nuclear arsenals are increasingly viewed as a critical assurance of military supremacy and security, this book distils the evolving trends in China’s nuclear doctrine and strategy, and chronicles the journey of a nuclear China, assessing all pertaining facets, including a detailed analysis of the delivery vectors that focus on a high degree of mobility of assets, particularly the missiles and warheads, separately as well as complete weapon systems. Talks have briefly eased the tension, before failing due to fundamental differences between Iran and the West. There seem to be dim prospects for peaceful resolution; the worry is that this long-running dispute could become a permanent crisis. This Whitehall Paper tackles the Iranian nuclear dispute in its full context to determine what possible compromises may exist and how they may be achieved. While the crisis is embedded in a set of overlapping security disputes between Iran on the one hand, and the United States, Arab regional powers, Israel and the broader ‘West’ on the other, it is also important to analyse it in a comparative and thematic context. Iran’s programme is not sui generis: previous experience can help to inform our assessments of how Iran will be affected by, and respond to, intense multilateral economic and political pressure, and what its nuclear posture might be. This study also examines how policy responses by the West should evolve were Iran to resume its alleged nuclear-weapons programme, continue to undertake some degree of near-weaponisation or weaponisation, or test and deploy nuclear weapons. The Permanent Crisis questions the assumptions and logic of alarmist studies – those which see a nuclear Iran as fanatical, unresponsive to deterrence and certain to precipitate a wave of unstoppable nuclear proliferation – whilst outlining the very real risks that would flow from such a failure of Western policy.
