In writing what is, to some extent, a history of opinion, it has been impossible altogether to suppress my own individual opinions. In dealing with the later periods, I remembered Sir Walter Raleigh's remark on the fate which awaits the treatment of contemporary history; but obscurity may claim its compensations, and atleast I am not conscious of having written under the bias of personal or party prejudice.

By sheer good fortune, it might be maintained, she stumbled into possession of fertile places in various parts of the earth and has succeeded in retaining them. There is a certain measure of truth in this contention. Nevertheless, as we view it, the history of Great Britain's Colonial policy since 1783 is the history of an evolutionary process in which there are three marked stages.
