Book excerpt: This book explores the contradictions in Britain’s humanitarian and military intervention in Libya and Syria, beginning with the Arab spring in 2010. The book assesses the contradictions between the expressed humanitarian intentions of British military interveners and the impact of their actions on the putative beneficiary states. It demonstrates that, as a result of foreign intervention, both Libya and Syria were rendered non-functional as unitary nations and suffered extensive harm to their people and infrastructure. To evaluate the effectiveness and credibility of humanitarian warfare, the author conducts a thematic analysis of debates on Libya and Syria in the House of Commons. The book provides a detailed study of intentions and motives expressed by Members of Parliament, of consequent British state actions and their outcomes, and of MPs’ reactions to outcomes. It provides ample evidence of duplicity, insincerity, indifference to harm, and ulterior motives for violence that undermine moral claims and support the argument that, although humanitarian warfare may be possible, the leading Western activist states (Britain, France, and the USA) are poorly qualified to carry it out. Illustrating a systemic failure of strategy and accountability in British foreign policy, this book will be of interest to scholars and graduates of Humanitarian Studies, International Relations and Military Studies.

Book excerpt: In the wake of the Good Friday Agreement, the redevelopment of the former Girdwood Army Barracks in North Belfast was hailed as a ‘symbol of hope’ for Northern Ireland. It was a major investment in a former conflict zone and an internationally significant peacebuilding project. Instead of adhering to the tenets of the Agreement, sectarianism dominated the regeneration agenda. Throughout the process, politicians, community groups and paramilitaries wrangled over the site’s future, and territorial contest won out over housing need. After eleven years of negotiation and £11.7 million, the EU-funded Girdwood Community Hub opened its doors to the public in 2016, but its impact has been underwhelming. The Hub’s redevelopment is a microcosm of the peace process itself, and the ways in which post-Agreement politics have failed to deliver a ‘shared future’ for the people of Northern Ireland, twenty-five years on. This ethnography provides a lively account of Girdwood’s redevelopment and a wry critique of the fractious political context around it. Through flânerie and encounter, the author brings us across peace walls, into community meetings and behind the scenes of decision-making in Northern Ireland. Girdwood’s story also sheds light on how power, politics and territory intersect in divided cities globally.

Little research has been conducted on the possible compounding effects that armed conflict and climate change might have on at-risk population groups such as women and girls. From the emergence of its initial methodologies in the late 1990s, military design thinking’s development rapidly accelerated in the mid-2000s in response to perceived failures of existing military doctrine and practice to adapt to the wars of the early 21st century. To establish a foundation for exploring the significance of the challenge military design thinking presented to dominant approaches to warfare, the early chapters in the book examine the ontology and epistemology of military doctrine, which is defined as a written expression of a military’s institutional belief system regarding how to wage war. They also explain how attempts to incorporate military design thinking into doctrine ultimately led to its assimilation into this belief system, requiring military design thinkers to continue to explore and develop the field outside of doctrine. Since the mid-2010s, non-doctrinal military design methodologies have become increasingly prominent within several Western militaries, including the US, Canada, UK, Australia, and several European militaries. Later chapters offer an exploration of the paradigms underlying non-doctrinal as well as doctrinal design methodologies. This book highlights how the field has evolved, shows how military design thinking differs from its ‘civilian’ equivalents developed in fields such as commerce and business management, and discusses how it may evolve in the near future.
