Book excerpt: The European Union is the world’s most advanced international organization, presiding over a level of legal and economic integration unmatched in global politics. To explain this achievement, many observers point to its formal rules that entail strong obligations and delegate substantial power to supranational actors such as the European Commission. This legalistic view, Mareike Kleine contends, is misleading. More often than not, governments and bureaucrats informally depart from the formal rules and thereby contradict their very purpose. Behind the EU’s front of formal rules lies a thick network of informal governance practices. If not the EU’s rules, what accounts for the high level of economic integration among its members? How does the EU really work? In answering these questions, Kleine proposes a new way of thinking about international organizations. Informal governance affords governments the flexibility to resolve conflicts that adherence to EU rules may generate at the domestic level. By dispersing the costs that integration may impose on individual groups, it allows governments to keep domestic interests aligned in favor of European integration. The combination of formal rules and informal governance therefore sustains a level of cooperation that neither regime alone permits, and it reduces the EU’s democratic deficit by including those interests into deliberations that are most immediately affected by its decisions. In illustrating informal norms and testing how they work, Kleine provides the first systematic analysis, based on new material from national and European archives and other primary data, of the parallel development of the formal rules and informal norms that have governed the EU from the 1958 Treaty of Rome until today.

Taking the example of two case studies, namely EC development aid policy and EC southern enlargement policy, the book demonstrates that the socialist parties strengthened their informal transnational network structures for the purposes of debating ideological and programmatic issues and finding policy solutions to common challenges in both policy fields. Moreover, it shows that the networks developed various functions to influence European governance. Against this background, the analysis in this book makes not only a significant contribution to the study of transnational networks of western European socialist parties and the history of European integration, but also adds to the understanding of the role of transnational networks in European politics and policy-making.

'Equal Security' was the proclaimed goal. By institutionalizing bipolarity, however, the bilateral US-SU Strategic Arms Limitation Talks actually threatened Western European security, for global security and Alliance security were ultimately incompatible. NATO Europe feared the emergence of a global directorate of the superpowers and became apprehensive that the US would be ready to abandon the cause of Europe and sacrifice European and German unity for the sake of a stable world order. In reaction, NATO Europe sought to shape the SALT process to ensure that equal security applied to all – the Soviet Union, the United States and the European Allies. The volume analyses the linkages between SALT, MBFR, NATO and the special Anglo-American nuclear relationship. It also explores how NATO Europe penetrated US decision-making and co-shaped the US SALT agenda and how Scoop Jackson Democrats and NATO Europe aligned to preserve Western block superiority, freezing the SALT II process. Based on recently declassified European archival material, the volume offers a fresh interpretation of and a 'new look' at SALT.

Widely renowned as one of the Founding Fathers of the European Coal and Steel Community and as one of the most loyal participants of European integration in general, the Netherlands surprised friend and foe when on 1 June 2005, its people rejected by a substantial majority the European Constitution. Until now, no satisfactory explanation has been given for this. This study offers a new, long-term perspective. Based on a wealth of new primary sources - i.e. parliamentary accounts, Council of State advice and interviews with key figures in the process - and a rhetorical approach, it is argued that the germ for the gap between the Dutch political elite and society at large, which became manifest on 1 June 2005, was already latently present within the identity of the Dutch polity for a long time. It is shown that the more the Netherlands stressed its identity as an open nation, the more it got estranged from its own political and constitutional character. The very zeal to constitutionalise Europe blinded the Dutch political elite for the downsides of the process for national democratic relations.
