It offers new insight into the relationship that was nurtured between Britain and the Gulf rulers at the height of the empire and how this has influenced the structure of international society today. Over the last four decades the Persian Gulf region has gone through oil shocks, wars and political changes but the basic entities of the southern Gulf States have largely remained in place. Historically, nine separate states had stood in parallel to each other under British influence. At various points, plans were discussed to amalgamate the nine into one, two, three or even four separate entities. The eventual emergence of the smaller but prosperous members such as Qatar, Bahrain and the United Arab Emirates was not at all evident until 1971. How did such a resilient system arise, given such seemingly contested societies? Drawing on extensive multi-archival research in the British, American and Gulf archives, Britain and the formation of the Gulf States considers the factors that drove the formation of these three new states we see today. It illuminates a series of negotiations between British diplomats and the Gulf rulers that inadvertently led these states to take their current shapes and addresses the crucial issue of self-determination versus 'better together'. Yet many challenges still lie ahead, not least the need to support and reform the economies of these Arab Spring states. In 2011, the G8 Deauville Partnership identified $38 billion of funding available to support reform. The UK must use its leadership in the EU and G8 to ensure that we deliver on our promises. The Government needs to learn lessons from its experience in anticipating and handling the Arab Spring. Questions arose about the FCO's staffing levels, linguistic expertise and information gathering in the Middle East and North Africa region, although diplomats understood well the long-term problems in the region. The report welcomes the Government's recent moves to establish contacts with Islamist parties in the region and calls for deeper engagement to demonstrate at an early stage the UK's support and assistance for democratically elected leaders who respect human rights and democratic reforms. The BBC's Arabic Service further highlighted the importance of the BBC World Service in providing an independent news service and enhancing the UK's standing in the region. The Committee welcomes the Government's decision to reverse planned cuts to the Arabic Service last year, expresses concerns that cuts made elsewhere in the World Service will prove detrimental to the national interest, and urges that there be a sustained investment in the World Service

This is aimed at both transforming Italy into an energy hub and becoming autonomous from Russia. A reflection on energy supply diversification and political reconfigurations necessarily considers the highly strategic Red Sea and Gulf regions, which are increasingly interconnected with the EU’s Southern Neighbourhood in both political and economic terms, as acknowledged by the recent European energy strategy. The volume focuses on the most recent energy and political realignments involving actors in the areas, with an eye to identifying guidelines for an integrated approach able to respond to the priorities of Italian and European foreign policies.The book is divided into six chapters.
