Book excerpt: First published in 1984 Britain and the Armenian Question examines the direction, changes, and ramifications of British policy towards Armenia during 1915 to 1923. The author has made extensive use of parliamentary papers and those of the Cabinet, Foreign Office, War Office and India office as well as documents produced by pro- Armenian groups during the period. This material is used to build up a detailed and incontrovertible study of British policy, which shows the extent to which it was governed by self-interest even when support for Armenia was its most altruistic. Once Britain secured predominance in the Persian Gulf, she lost all her interest in Armenian territory and the dilemma was posed when the war ended: not only did she no longer need Armenia but also had to decide who to support in Russia. Armenia lost out on all sides and was compelled eventually to adapt herself to the policies of the surrounding countries. This is an interesting read for scholars and researchers of international relations and international political history.

The Armenian events of 1915 are certainly no exception. This study encourages further engagement between the policy-making and the scholarly communities by indicating the continued importance of past records and documents for today’s pressing debates. In order to give a fuller picture, this survey also looks at some major relevant archival sources outside Turkey, including the state of archives of the First Republic of Armenia and those of the Dashnak Party. Yücel Güçlü’s inquiry sheds light on some of the British records relating to the First World War and its immediate aftermath locked at the National Archives in Kew, London, and he examines the special relevance of repositories in Moscow and St. Petersburg in understanding the Turkish-Armenian conflict. Through careful analysis of the interaction of Anglo-American policies vis-à-vis the Ottoman Armenians, from the Great War through the Lausanne Peace Conference, it examines the change in British and American strategies towards the region in light of the tension between the notions of new diplomacy vs. old diplomacy. The book also highlights the conflict between humanitarianism and geostrategic interests, which was a particularly striking aspect of the Armenian question during the war and post war period. Using material drawn from public and personal archives and collections, it sheds light on the geopolitical dynamics and intricacies of great power politics with their long-lasting effects on the reshuffling of the Middle East.
