Herskovits Award A detailed ethnographic and historical study of the implications of fast-track land reform in Zimbabwe from the perspective of those involvedin land occupations around Lake Mutirikwi, from the colonial period to the present day. The Mutirikwi river was dammed in the early 1960s to make Zimbabwe's second largest lake. This was a key moment in the Europeanisation of Mutirikwi's landscapes, which had begun with colonial land appropriations in the 1890s. ButAfrican landscapes were not obliterated by the dam. They remained active and affective. At independence in 1980, local clans reasserted ancestral land claims in a wave of squatting around Lake Mutirikwi. They were soon evicted asthe new government asserted control over the remaking of Mutirikwi's landscapes. Amid fast-track land reform in the 2000s, the same people returned again to reclaim the land. Many returned to the graves and ruins of past lives forged in the very substance of the soil, and even incoming war veterans and new farmers appealed to autochthonous knowledge to make safe their resettlements. This book explores those reoccupations and the complex contests overlandscape, water and belonging they provoked. The 2000s may have heralded a long-delayed re-Africanisation of Lake Mutirikwi, but just as African presence had survived the dam, so white presence remains active and affective through Rhodesian-era discourses, place-names and the materialities of ruined farms, contour ridging and old irrigation schemes. Through lenses focused on the political materialities of water and land, this book reveals how the remaking of Mutirikwi's landscapes has always been deeply entangled with changing strategies of colonial and postcolonial statecraft. It highlights how the traces of different pasts intertwine in contemporary politics through the active, enduring yet emergent, forms and substances of landscape. The changing nature of urbanisation, climate change, water scarcity, environmental values, globalisation and social justice mean that the models of provision of water services and infrastructure that have dominated for the past two centuries are increasingly infeasible. Conventional arrangements for understanding and managing water in cities are being subverted by a range of natural, technological, political, economic and social changes. The prognosis for water in cities remains unclear, and multiple visions and discourses are emerging to fill the space left by the certainty of nineteenth century urban water planning and engineering. This book documents a sample of those different trajectories, in terms of water transformations, option, services and politics. Water is a key element shaping urban form, economies and lifestyles, part of the ongoing transformation of cities. Cities are faced with a range of technical and policy options for future water systems. Water is an essential urban service, but models of provision remain highly contested with different visions for ownership of infrastructure, the scale of provision, and the level of service demanded by users. Water is a contentious political issue in the future of cities, serving different urban interests as power and water seem to flow in the same direction. Cities in Africa, Asia, Australia, Europe and South America provide case studies and emerging water challenges and responses. Comparison across different contexts demonstrates how the particular and the universal intersect in complex ways to generate new trajectories for urban water.

Book excerpt: A remarkable feature of the collapse of the British Empire is that the British departed from almost every single one of their colonial territories invariably leaving behind a messy situation and an agenda of serious problems that in most cases still haunt those territories to this day. One such territory is the Southern British Cameroons. There, the British Government took the official view that the territory and its people were expendable. It opposed, for selfish economic reasons, sovereign statehood for the territory, in clear violation of the UN Charter and the norm of self-determination. It transferred the Southern Cameroons to a new colonial overlord and hurriedly left the territory. The British Governments bad faith, duplicity, deception, wheeling and dealing, and betrayal of the people of the Southern Cameroons is incredible and defies good sense. Ample evidence of this is provided by the declassified documents in this book. Among the material are treaties concluded by Britain with Southern Cameroons coastal Kings and Chiefs; and the boundary treaties of the Southern Cameroons, treaties defining the frontiers with Nigeria to the west and the frontier with Cameroun Republic to the east. The book contains documents that attest to the Southern Cameroons as a fully self-governing country, ready for sovereign statehood. These include debates in the Southern Cameroons House of Assembly; and the various Constitutions of the Southern Cameroons. The book also reproduces British declassified documents on the Southern Cameroons covering the three critical years from 1959 to 1961, documents which speak to the inglorious stewardship of Great Britain in the Southern Cameroons. This book removes lingering doubts in some quarters that the people of the Southern Cameroons were cheated of independence. Its contents are further evidence of their inalienable right and sacred duty to assert their independence. No one who reads this book can possibly be indifferent to the just struggle of the Southern Cameroons for sovereign statehood.
