Book excerpt: Multiple sources were used to study the status of children in the District of Columbia, and recommendations for the improvement of their living conditions and opportunities are made based on these findings. The health and well-being of children in the U.S. capital lag behind the rest of the nation. One in 3 children in the District of Columbia lives in poverty, a rate 40% higher than the national average. The mortality rate for black infants places the District last among states and last among the nation's largest cities with measurable black infant death rates. More than 25 children a day are reported abused or neglected, and more than 5,000 juveniles were arrested in 1990. Every night, 1,300 children sleep in shelters across the city. Conditions have been worsening, and District officials have failed to use all available federal assistance to meet the needs of children and families. Recommendations for improvement of children's status are made in the areas of: (1) maternal and child health; (2) housing and homelessness; (3) the child welfare, mental health, and juvenile justice systems that can help vulnerable children; (4) family income; and (5) city management and budget practices. Suggestions are made for community action to help children, including the establishment of tutoring and mentoring programs. Civic and social, religious, and business organizations can all help, and all citizens must feel an obligation to place children higher on the political agenda. Appendices present information about District officials, volunteer opportunities, organizations that can help the District's children, and a list of 15 selected resources. (SLD)
