Book excerpt: The United States differs from other developed nations in the extent to which its national bicycle transportation policy relies on the use of unmodified roadways, with cyclists obeying the same traffic regulations as motor vehicles. This policy--known as "vehicular cycling"--evolved between 1969, when the "10-speed boom" saw a sharp increase in adult bicycling, and 1991, when the American Association of State Highway and Transportation Officials adopted an official policy that on-road bikeways were not desirable. This policy resulted from a growing realization by highway engineers and experienced club cyclists that they had parallel interests: the cyclists preferred to ride on highways, because most bikeways were not designed for high speeds and pack riding; and the highway engineers did not want to divert funding from roadways to construct bikeways. Using contemporary magazine articles, government reports, and archival material from industry lobbying groups and national cycling organizations, this book tells the story of how America became a nation of bicyclists without bikeways.

Cycling as Industry and economic activity is considered through an assessment of how cycling firms have contributed to technological innovation at various junctures in France's economic development. Cycling and the Media is investigated through analysis of how cyclesport hascontributed to developments in the French press (in early decades) but also to new trends in television and radio coverage of sports events. Based on a very wide range of primary and secondary sources, the volume aims to present in clear language an explanation of the varied significance of cyclingin France over the last hundred years.

Book excerpt: City planning initiatives and redesign of urban structures often become mired in debate and delay. Despite the fact that cities are considered to be dynamic and flexible spaces—never finished but always under construction—it is very difficult to change existing urban structures; they become fixed, obdurate, securely anchored in their own histories as well as in the histories of their surroundings. In Unbuilding Cities, Anique Hommels looks at the tension between the malleability of urban space and its obduracy, focusing on sites and structures that have been subjected to "unbuilding"—redesign or reconfiguration. She brings the concepts of science and technology studies (STS) to bear on the study of cities. Viewing the city as a large sociotechnological artifact, she demonstrates the usefulness of STS tools that were developed to analyze other technological artifacts and explores in detail the role of obduracy in sociotechnical change. Her analysis distinguishes three concepts of obduracy: interactionist, in which actors with diverging views are constrained by fixed ways of thinking and interacting; relational, in which change is difficult because of technology's embeddedness in sociotechnical networks; and enduring, in which persistent traditions influence the development of technology over time. Hommels examines the tensions between obduracy and change in three urban redesign projects in the Netherlands: a renovated city center that fell into drabness and disrepair; a highway system that runs through a densely populated urban area; and a high-rise housing project, designed according to modernist precepts and built for middle-class families, that became a haven for unemployment and crime. Unbuilding Cities contributes to a productive fusion of STS and urban studies.

This stereotype evolves just as investments in cycling play an increasingly important role in neighborhood transformations. However, despite stereotypes, the cycling public is actually quite diverse, with the greatest share falling into the lowest income categories. Bicycle Justice and Urban Transformation demonstrates that for those with privilege, bicycling can be liberatory, a lifestyle choice, whereas for those surviving at the margins, cycling is not a choice, but an often oppressive necessity. Ignoring these "invisible" cyclists skews bicycle improvements towards those with choices. This book argues that it is vital to contextualize bicycling within a broader social justice framework if investments are to serve all street users equitably. "Bicycle justice" is an inclusionary social movement based on furthering material equity and the recognition that qualitative differences matter. This book illustrates equitable bicycle advocacy, policy and planning.
