This presents a bigger failure rate than mega projects elsewhere, and yet there is no available data or analysis to help us understand the reasons behind such failures. This book provides an authoritative examination into why very large projects in Nigeria have failed so badly, and provides practical recommendations on how the Nigerian government can improve its project performance. Drawing on data from 38 very large projects (19 completed and 19 abandoned) with a total budget of over $25B, this book presents detailed analysis of these projects and in-depth case studies 11 of the projects, and presents lessons for improvement. Through this, the authors have identified a small number of key success drivers, and argue that making moderate improvements on any of them would, on average, save hundreds of millions of dollars on one large project alone. This open access book is a game-changer in the management of government mega projects in Nigeria. With clear implications for other developing economies, this is a vital resource for project management practitioners, executives and civil servants. Jimoh Ibrahim is a prominent businessman in Nigeria. I believe that in the end, it was this quality, this unquenching eagerness to reach and push back the horizons of knowledge, which made Charles Ndiomu relevant and refreshing in the chequered annals of our national search for intelligent men. In corollary therefore, the leadership qualities, thoroughness, love, straight-forwardness and God-fearing demonstrated by the man Major-General Charles Ndiomu, were ingredients that prompted me to research into his life and times. The Biography entitled The Jolly Gentle General, covered the life and times of Major-General Charles Bebeye Ndiomu (CFR, FSS, mni). In my approach, I have tried to utilize the critics concern with balanced judgement while animating the landscape with a sense of environment where and when necessary. I have tried to recall episodes that I witnessed when necessary, as well as accounts from General Charles Ndiomu himself, and those of his aides, friends and his family members. Throughout, I responded to issues, events and happening the way I would through animated logic. I wrote about Major-General Charles Ndiomu as a man who started from ground-zero aided by God. I wrote about General Charles Ndiomu, as an Academic Soldier that took me to the ringside of history; a profession that never gave Major-General Charles Ndiomu much money but gave him honour, dignity, knowledge, wisdom, fame, integrity and responsibility; a profession that exhorted him to go after the truth and nothing but the truth. A profession that said he should be fair and just to everybody by hearing all sides of the story before giving verdict; a profession that emboldened him to fight (not engaging in fisticuffs) for his kith and kin in the backwater, and gave voice to the voiceless. It is a book of nostalgia, which I hope the young generation will find some aspects useful and which will allow them to avoid some certain pitfalls in this hectic age. And for the older ones, I believe, they will take pride and comfort that the past was the golden age. The story tells of Charles Bebeye Ndiomus enlistment into the Nigerian Army and the amazing life he led unearthing, uncovering, exposing, and shading light on stories that would rather be kept in the dark or in the closets of those who would not want the stories exposed.

Book excerpt: Three fossil fuels – coal, oil and gas supply over 80% of the global primary energy requirements and, in spite of concerns about environmental pollution, the dominance of fossil fuels in the world’s energy mix is unlikely to change very much in the foreseeable future. Coal, the highest pollutant of them all fuels over 40% of the global electric power generation and, while considerable effort is being made to diversify to less anthropogenic fuels , various projections show that there will be little change for many years. Most of the increase in power generation in the next few decades will be accounted for by emerging countries and, for many, coal is the only available or affordable source of primary energy. Also, some developed countries depend on coal for up to 90% of power generation. The contribution of cleaner energies (solar, wind, biofuels, etc.), to the global primary energy mix is not likely to exceed 10% in the next two or three decades and it is now widely accepted that the only feasible option in the foreseeable future is to ‘clean-up’ coal. For over fifty years Nigeria depended on coal for over 70% of primary energy requirements but, with the discovery of oil and gas in early 1960s the demand for coal began to decline. However, in view of perpetual and intractable problems with gas supply and the hydrodams, there has been renewed interest in the country’s vast coal resources and many coal-fired power plants are scheduled to come on stream by 2020. It is noteworthy that all the proposed plants will adopt clean coal technologies.

Technological Functionalism, Economic pan-Africanism, and the Alternative Policy of Inputs Substitution are among the several brand new blueprints that this book offers for the extensive transformation of Africa's economy into the robust emerging economy that will rival its counterparts in India and China in the immediate future.

We traced the divergent growth in wealth between the two regions. It takes a novel approach of matching key growth sectors across five selected Asian countries and Nigeria in a cross-regional context. We found that state and institutional capabilities underlying the generation and diffusion of industrial and technological knowledge in Asia distinguished it from Africa. We employ quantitative and qualitative methods, including case studies and statistical/econometric methods, to analyze factors that separate the sample countries that made rapid economic progress in “catching up” and those that tend to be stagnating and “falling behind.” Progress made by Asian countries over the last five decades was due in large part to their pursuit of industrialization, technological acquisition underpinned by leadership, good governance, and policies in the right institutional contexts. The four Asian countries compared with Nigeria are Indonesia, Malaysia, South Korea, Vietnam, and Bangladesh. There was not one grand development formula; however, the strategy broadly consisted of industrial (vertical) diversification as well as (horizontal) diversification in agriculture. Building industrial capabilities that enable export competitiveness was critical. Again, while leadership is not usually included in factors of growth, the book devotes a chapter to Leadership and Industrialization and another to State Capacity Industrialization and Economic Growth. African countries on the contrary took the low road in exporting minerals and raw agricultural commodities with little value addition; in the process, Africa experienced a reversal of fortune. The African condition is manifestly a Reversal of Fortune because in the 1950s, they were ahead of, or equal to, Asia in per capita income as well as in other development metrics. We carried out empirical measurement of Reversal of Fortune manifested in economic, social, technological, and industrial conditions by analyzing the disparities in development metrics, particularly the levels and rates of growth of national incomes, industrialization rates, and Human Development Index (HDI). The differences are stark.
