A table of contents listing both printed and manuscript items, probably in the same hand as most of the manuscript items, is at the front of the volume (f. iii verso). The manuscript items concern the balance of power in Ostfriesland, with consideration of the court (Hofgericht), chancellery (Cantzleij), estates (whose owners were the leaders of the Landtag), and the sovereign (the prince Georg Albrecht or the princess and guardian Christina Charlotte, depending on the date of the document). These complement the printed items, which have similar concerns but also document the privileges granted to the Frisians by the Holy Roman Emperors. The writer of the 1910 inscription about C. Oldenhove (f. 464r) also added several pages of notes on Frisian history at the end of the volume in Latin, with citations from scholarly or official sources (f. 456r-463v).

Book excerpt: This book offers an inclusive perspective on the constellation of languages in Europe by taking into account official state languages, regional minority languages and immigrant minority languages. Although "celebrating linguistic diversity" is one of the key propositions in the European discourse on multilingualism and language policies, this device holds for these three types of languages in a decreasing order. All three types of languages, however, are constituent parts of a multilingual European identity and should be taken into account in any type of language policy. Both facts and policies on multilingualism and plurilingual education are addressed in case studies at the national and European level. The selection of case studies is based on a careful weighing of geographical spread of countries and languages across Europe on the one hand, and availability of established expert knowledge on the other. After an Introduction to the theme of the book (Guus Extra and Durk Gorter), Part I deals with official state languages with a focus on the spread of English as lingua franca across Europe (Juliane House), on French and France (Dennis Ager), on Polish in Poland and abroad (Justyna Lesniewśka), and on language constellations in the Baltic States (Gabrielle Hogan-Brun). Part II deals with regional minority languages with a focus on Catalan in Spain (Francesc Xavier Vila i Moreno), Frisian in the Netherlands (Durk Gorter et al.), Hungarian as a minority language in Central Europe (Susan Gal), and Saami in the Nordic countries (Mikael Svonni). Part III deals with immigrant minority languages in the United Kingdom (Viv Edwards), Sweden (Lilian Nygren-Junkin), Italy (Monica Barni and Carla Bagna) and Europe at large (Guus Extra and Kutlay Yağmur).

Kuehn shows, this was the United States' first modern general staff in peacetime, as well as the nexus for naval thought and strategic thinking. The Board's creation reflected the reformist spirit of the era that also gave birth to the Army War College, the Army General Staff, and the Chief of Naval Operations. As such, the General Board and its mission also reflected an attempt to reconcile the primacy of civilian control of the military with an increasing need for more formal military and naval planning establishments, processes, and methods. Thus the General Board's very name reflected the idea shared by both corporate America and naval tradition that challenges and problems could be met with special, temporary organizational bodies. By the 1920s the General Board had become a permanent feature of the Navy and was regarded as the premier strategic "think tank" for advice to the Secretary of the Navy. Evolving over the course of its existence, the Board developed into a bona fide institutional component atop the service's hierarchy.
