Can governments put pressure on their finances in meaningful ways or are they too resilient and adaptive to be affected by state actions? These and other questions about terrorism financing are vigorously debated by scholars and policymakers, particularly since the attacks of September 11th 2001 . While there is a growing literature on policy issues, strategies, and countermeasures, states must first understand their enemies before developing strategies to defeat them. So, instead of focusing on the state response, this book asks a more foundational question: How do different terrorist groups actually raise money? What are their budgets? What do their portfolios look like? How have they changed over time? What are the advantages and disadvantages of different sources of financing? The book includes case studies of 11 different terrorist groups or sets of groups within a country. It is clear that each group has a different portfolio tailored to their needs and their environment and this makes countering terrorist financing more challenging for the state. This topical book will be required reading for all students and scholars interested in terrorism financing as well as those working in government agencies tasked with combating terrorist groups and their financial resources.

The concept of territorial or regional autonomy holds centre stage in the literature on ethnic conflict settlement because it is supposed to be able to reconcile two paradoxical objectives: the preservation of the territorial integrity and sovereignty of the state, and the satisfaction of ethnic minorities’ right to national self-determination. Critics argue, however, that autonomy may not be the panacea for ethnic conflict in all cases. The contributing authors begin with the concept of territorial or regional autonomy and subject it to a rigorous empirical analysis, which provides reliable evidence regarding the suitability of the autonomy solution to intractable ethnic conflicts. Drawing upon case studies from Kashmir, Assam, Sri Lanka, Aceh, Mindanao and Southern Thailand, this edited volume argues that autonomy arrangements may at best work to resolve only a handful of separatist ethnic conflicts in South and South-East Asia. Over the past 20 years (1992-2012), there have been 26 subnational conflicts in South and Southeast Asia, affecting half of the countries in this region. Concerned about foreign interference, national governments limit external access to conflict areas by journalists, diplomats, and personnel from international development agencies and non-governmental organizations. As a result, many subnational conflict areas are poorly understood by outsiders and easily overshadowed by larger geopolitical issues, bilateral relations, and national development challenges. The interactions between conflict, politics, and aid in subnational conflict areas are a critical blind spot for aid programs. This study was conducted to help improve how development agencies address subnational conflicts.

The proportion of households living below the official poverty line has declined slowly and unevenly in the past four decades, and poverty reduction has been much slower than in neighboring countries such as the People's Republic of China, Indonesia, Thailand, and Viet Nam. Economic growth has gone through boom and bust cycles, and recent episodes of moderate economic expansion have had limited impact on the poor. Great inequality across income brackets, regions, and sectors, as well as unmanaged population growth, are considered some of the key factors constraining poverty reduction efforts. This publication analyzes the causes of poverty and recommends ways to accelerate poverty reduction and achieve more inclusive growth. it also provides an overview of current government responses, strategies, and achievements in the fight against poverty and identifies and prioritizes future needs and interventions. The analysis is based on current literature and the latest available data, including the 2006 Family Income and Expenditure Survey.

The Magindanawn people, who embraced Islam after contact with Malay Muslims in the late 1400s, have experienced clan rivalries and other outsider aggressions leading to disenfranchisement and displacement from their ancestral domain in west Central Mindanao. In the activism and rebellion of the late 1960s and early 1970s, Magindanawn people were often caught between Philippine military forces and the Bangsamoro mujahideen. In the 1980s, there was some respite but, until the present-day, the people and the land have been subjected to continual skirmishes and sometimes all-out war. In the mid-1990s, Datu Ibrahim "Toto" Paglas III wanted to fulfill his father's dream of establishing a plantation in their homeland for community benefit. Touted as the "Datu Paglas miracle," the La Frutera banana plantation came into existence in the midst of intercultural disharmony and regional conflict. This, then, is a comprehensive, descriptive case study of La Frutera, Incorporated.

There are limitations to the effectiveness of civil society, however, due both to certain characteristics of these organizations (such as their ideological divisions or their lack of representativeness of the whole Filipino community) and to the inherent nature of civil society (its inability to aggregate interests in order to achieve a wider settlement). In the end, civil society can have an impact in making it politically possible for policy elites to adopt positions other than that of ?victory? (which seems to be the preferred policy stance of the general Christian Philippine citizenry). Through articulation of issues and networking, through activities parallel to the formal peace process, and through their efforts to bridge communal divides, civil society organizations keep alive the prospect for peace in Mindanao that sometimes seems forever elusive.This is the seventeenth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.
