However, this successful institutional reform was not followed by a revival of lay-religiosity. Most Catholics continued to practise their faith in traditional ways; others turned to spiritism. Ultramontane Catholicism as propagated by the Church was only received well by some sectors of the middle class and the elite. This book probes the causes of this social bias and argues that, although the ultramontane reform meant to transform the laity into a unified and homogeneous Catholic community, it actually only deepened the internal differences.

Levine's chief concern is how Vargas' legacy influenced Brazil, and to what extent his social legislation affected people's lives. Vargas ignored individual rights, working for state-regulated citizenship without disharmony, without the right to dissent. His revolution was partial; one in which new constituencies and rules were grafted onto traditional political practices. Vargas devoted as much effort to manipulating workers as he did to benefiting them. By the end of his long tenure in power, some things had hardly changed at all: the readiness of the armed forces to intervene; the elite's tenacious hold on privilege; and the historical predominance of the Center-South. Brazil's distribution of income remained among the least equable in the world, but Vargas did not perceive this as a problem that needed to be solved. That Vargas promised much and delivered little did not diminish the adulation that Brazilians held for him. Ordinary people would shrug and say 'O presidente sempre lembrou da gente' ('The President always thought about us').

Considering millenarianism over the long sweep of Brazilian history, Patricia R. Pessar shows it to have been both dominant discourse and popular culture—at different times the inspiration for colonial conquest, for backlanders’ resistance to a modernizing church and state, and for the nostalgic appropriation by today’s elites in pursuit of “traditional” folklore and “authentic” expressions of faith. Pessar focuses on Santa Brígida, a Northeast Brazilian millenarian movement begun in the 1930s. She examines the movement from its founding by Pedro Batista—initially disparaged as a charlatan by the backland elite and later celebrated as a modernizer, patriot, and benefactor—through the contemporary struggles of its followers to maintain their transgressive religious beliefs in the face of increased attention from politicians, clergy, journalists, filmmakers, researchers, and museum curators.
