Nevertheless, the message of this report could hardly be clearer: Brazil matters not just regionally but globally. Its decisions and actions will affect the world's economy, environment, and energy future as well as prospects for diplomacy and stability. Brazil is on the short list of countries that will most shape the twenty-first century. U.S. and Brazilian foreign policy must adjust accordingly.

Book excerpt: Since the 1970s, a 'critical' movement has been developing in the humanities and social sciences denouncing the existence of 'Western dominance' over the worldwide production and circulation of knowledge. However, thirty years after the emergence of this promising agenda in International Relations (IR), this discipline has not experienced a major shift. This volume offers a counter-intuitive and original contribution to the understanding of the global circulation of knowledge. In contrast to the literature, it argues that the internationalisation of social sciences in the designated 'Global South' is not conditioned by the existence of a presumably 'Western dominance'. Indeed, although discriminative practices such as Eurocentrism and gate-keeping exist, their existence does not lead to a unipolar structuration of IR internationalisation around ‘the West’. Based on these empirical results, this book reflexively questions the role of critique in the (re)production of the social and political order. Paradoxically, the anti-Eurocentric critical discourses reproduce the very Eurocentrism they criticise. This book offers methodological support to address this paradox by demonstrating how one can use discourse analysis and reflexivity to produce innovative results and decentre oneself from the vision of the world one has been socialised into. This work offers an insightful contribution to International Relations, Political Theory, Sociology and Qualitative Methodology. It will be useful to all students and scholars interested in critical theories, international political sociology, social sciences in Brazil and India, knowledge and discourse, Eurocentrism, as well as the future of reflexivity.

During his government, former president Luiz Inácio Lula da Silva (2003-2010) made the drive towards Africa one of the cornerstones of Brazilian diplomacy and cooperation. In a bid to build strategic trading partnerships with African counterparts, Lula’s government committed itself to an ambitious program centred on provisions in loans and credits as well as the exponential growth of its South-South cooperation. After Lula, however, this drive towards Africa started to decline and finally collapsed in face of political meltdown in Brazil and the proliferation of controversial judicial investigations that directly involved political leaders at the centre of most initiatives undertook in the 2000s. During Lula's nearly 8 years in office, he has pursued a multipronged grand strategy aimed at hastening the transition from unipolarity and Western economic hegemony to a multipolar order in which international rules, norms, and institutions are more favorable to Brazilian interests. Lula has done so by emphasizing three diplomatic strategies: soft balancing against the United States, building coalitions to magnify Brazilian negotiating power, and seeking to position Brazil as the leader of a more united South America. This strategy has successfully raised Brazil's profile and increased its diplomatic flexibility, but it has also exposed the country to four potent strategic dilemmas that could complicate or undermine its ascent. First, issues like poor infrastructure, rampant crime, and excessive taxation and regulation of the economy may impede Brazil from attaining the strong economic growth and social cohesion necessary to sustain such an ambitious strategic project. Second, in dealing with South America, the Brazilian political class has not reconciled its desire for regional leadership with its unwillingness to share power or economic benefits with its neighbors. As a result, many of these countries perceive Brazil?s diplomacy to be domineering and its trade policies to be narrowly self-interested, and they have thus refused to support Lula's bid for regional preeminence.
