Global demand for ethanol and other biobased fuels is expected to grow in response to mandates for increased use of renewable fuels around the world. Brazil will be well positioned to fi ll the growing world demand for ethanol. However, Brazil's ability to supply the export market depends on its domestic ethanol use mandate, world sugar and oil prices, the currency exchange rate, and the infrastructure to move ethanol to ports. Brazil is challenged with sustaining production growth in the ethanol sector so as to meet increasing domestic demand and, at the same time, maintain its position as a major supplier of ethanol to world markets that are growing rapidly in response to their own ambitious targets for renewable energy use.

Within the transport sector alone, ethanol has been shown to be the dominant solution among viable, low carbon options to date, yet questions remain over the economic and ecological impacts of this industry. In Brazil - the largest producer of sugarcane-based ethanol and a country with over three decades of ethanol development - we find a strong basis for evaluating the ethanol industry's role in a national economy. In the mid 1970's, Brazilian ethanol production received an important boost with the launch of the “Proálcool” program. The ethanol industry has subsequently evidenced flux until its consolidation in the period following 2000. Over the course of three decades, economic, institutional, technological and environmental determinants have factored in the success of Brazilian ethanol diffusion. In economic terms, price tradeoffs for ethanol vs. sugar and ethanol vs. gasoline played a role in scale-up of the biofuel together with balance of payment considerations. From an institutional standpoint, support for the Proálcool program, deregulation of the sugar-cane sector in the 1990's and fuel pump adaptations also factored. With respect to technology, the development of flex fuel cars, greater use of mechanized harvesting, and launch of domestic, co-generated, electrical power were key drivers. Finally, in environmental terms, challenges associated with pollution and public health in major cities as well as questions related to climate change gained visibility. In this paper, we analyze a set of input-output tables for the Brazilian economy from 1975 to 2006, taking the above factors into consideration. Deriving a series of indicators, such as multipliers and linkages, we study the evolution of the ethanol sector's role in the Brazilian economy and its relation to the productive structure of the country.

It argues that private businessmen, politicians, and rural workers leveraged nationalist interests in a domestic fuel option into one of the most advanced alternative energy initiatives in the world. The industry's connection to the popular ethanol-fueled car connected the sugar-ethanol sector to Brazilian development goals of the twentieth century, but producers and government officials ignored the disproportionate environmental and costs associated with ethanol's expansion. Among the green businesses, biofuel industry has witnessed a tremendous growth globally. Brazil is the leading producer of ethanol at 27 billion sugarcane based liters in 2009. This report discusses the history of ethanol in Brazil by considering the role played by the government in making the ethanol program successful; the challenges and impact faced by sugarcane ethanol; and the future sustainability of sugar and ethanol. Ever since the spike in oil prices globally and the increasing concern about carbon emissions and global climate change, Brazil has pursued a policy of promoting international climate change commitments. The blossoming of the ethanol industry can be traced to a number of public policy initiatives. The initiatives taken by the Brazilian government to enhance the productivity of sugarcane cultivation through large investment in R&D is one crucial factor. The enhanced production of ethanol was accompanied by the initial development of a vehicle operating purely on ethanol in the 1980s, as well as the revolutionary introduction of Flexible-Fuel Vehicles (FFVs), which are capable of running on gasoline and ethanol or at any blending rates of both fuels. FFVs to a large extent have contributed to the development and sustenance of the biofuel industry in Brazil. However, many analysts have cast doubt about the sustainability of the Brazilian ethanol program as the government has recently suggested lowering the current ethanol-to-gasoline blending rate for fuel in Brazil from 25 to 20 percent. The system seems to be facing a need for changes through better planning and consideration for internal consumers. If ethanol prices continue to rise due to demand-supply unbalances, carbon emission targets could be impacted due to potential switching to gasoline. Studies have indicated that when ethanol prices are above the 70 percent ceiling price of gasoline, then consumers will switch to gasoline.
