Book excerpt: This is one of the first books to analyse the full cycle of rise and fall of Brazil's foreign policy towards Africa in the beginning of the 21st century. During his government, former president Luiz Inácio Lula da Silva (2003-2010) made the drive towards Africa one of the cornerstones of Brazilian diplomacy and cooperation. In a bid to build strategic trading partnerships with African counterparts, Lula’s government committed itself to an ambitious program centred on provisions in loans and credits as well as the exponential growth of its South-South cooperation. After Lula, however, this drive towards Africa started to decline and finally collapsed in face of political meltdown in Brazil and the proliferation of controversial judicial investigations that directly involved political leaders at the centre of most initiatives undertook in the 2000s. The rise and fall of Brazil-Africa relations has provoked much discussion in policy-making, as well as scholarly research. This book seeks to provide valuable resources to the study of this process by presenting empirically based and updated analysis from different perspectives, such as: The diplomatic tradition of Brazil-Africa relations The role played by Brazilian big private companies in Africa Brazilian health cooperation with African countries The participation of civil society in Brazil-Africa relations Brazil-Africa trade relations Military cooperation between Brazil and Africa Brazil’s drive to Africa left a durable mark, whose implications are yet to be understood. Book excerpt: Nationally-specific definitions of citizenship proved decisive for the development of the Tax State in Brazil and South Africa in the twentieth century. Although both countries had been divided along racial and regional lines in the late nineteenth century, watershed constitutions addressed these political problems in very different ways. South Africa's institutionalized white supremacy created a level of political solidarity that contributed to the development of a highly progressive and efficient tax system. In Brazil, federalism and official non-racialism proved more divisive, making the enactment and collection of progressive taxes much more difficult. The legacy of these divergent state-building processes remains evident at the beginning of the twenty-first century. Lieberman extends this analysis to a wider group of country cases and finds similar patterns and causal relationships between the politics of race, region, and taxation. The findings are based on field research, large-scale national surveys, macroeconomic data, and various archival sources.

Book excerpt: Africa is said to be rising, turning a definitive page in its history, heralding new and exciting possibilities for the continent. This discourse maintains that with upsurge in economic growth comes improved governance and endogenous dynamics; that the emerging economies, and especially the BRICS (Brazil, Russia, India, China, South Africa), have been instrumental in diversifying Africa's international relations, perhaps leading to a radical change in the global order, favourable to the developing world. But to what extent is this true, and how deep and how broad has been the impact on society at large? This book takes a critical look at the prevalent Africa Rising discourse, and explores the nature and implications of Africa's "rise" and the role that the BRICS have played in it. The author argues that Africa has still to undergo any structural transformation; that there is strong evidence that deindustrialisation and jobless growth have accompanied the upsurge of interest in the continent; and that far from making a radical turn in its developmental trajectory, Africa is being pushed into the resource corner as commodity exporters, to the North (and now, the BRICS) with little scope for industrial progress or skills advancement. Hope that the BRICS might offer an alternative to the extant neoliberal order are misplaced, for the BRICS have a stake in maintaining the current global unequality. Africa must therefore fashion its own independent path - while the emerging economies will be important, relying on external actors may simply reproduce anew the current state of underdevelopment. Book excerpt: The grouping consisting of Brazil, Russia, India and China (BRIC) was initially meant to be nothing more than clever investment jargon referring to the largest and most attractive emerging economies. However, these countries identified with the BRIC concept, and started to meet annually as a group in 2008. At their fourth summit in 2011, they added South Africa to become the BRICS. By then the BRICS had fully morphed from investment jargon to a name for a new economic and political grouping that had the potential to challenge the unipolar hegemony of the United States and its Western allies. This work analyses the extent to which the concept of coexistence explains the individual foreign policies of the BRICS countries. The editors define coexistence as a strategy that promotes the establishment of a rule-based system for co-managing the global order. It recognizes that different states may legitimately pursue their own political and economic interests, but they have to do so within the bounds of a rule-based international system that ensures the peaceful coexistence of states. The BRICS and Coexistence addresses the political dimension of the emergence and influence of the BRICS in the international system and will be of interest to students and scholars of Politics, Development and International Relations.
