Book Fiscal Regimes for Extractive Industries Design and Implementation

Download or read book Fiscal Regimes for Extractive Industries Design and Implementation written by International Monetary Fund. Fiscal Affairs Dept. and published by International Monetary Fund. This book was released on 2012-08-16 with total page 82 pages. Available in PDF, EPUB and Kindle. Book excerpt: Better designed and implemented fiscal regimes for oil, gas, and mining can make a substantial contribution to the revenue needs of many developing countries while ensuring an attractive return for investors, according to a new policy paper from the International Monetary Fund. Revenues from extractive industries (EIs) have major macroeconomic implications. The EIs account for over half of government revenues in many petroleum-rich countries, and for over 20 percent in mining countries. About one-third of IMF member countries find (or could find) resource revenues “macro-critical” – especially with large numbers of recent new discoveries and planned oil, gas, and mining developments. IMF policy advice and technical assistance in the field has massively expanded in recent years – driven by demand from member countries and supported by increased donor finance. The paper sets out the analytical framework underpinning, and key elements of, the country-specific advice given. Also available in Arabic: ????? ??????? ?????? ???????? ???????????: ??????? ???????? Book Natural Resource Taxation in Mexico Some Considerations

Download or read book Natural Resource Taxation in Mexico Some Considerations written by Ms. Alpa Shah and published by International Monetary Fund. This book was released on 2021-10-18 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: Mexico has large extractive industries and it traditionally has raised sizable fiscal revenues from the oil and gas sector. A confluence of factors—elevated commodity prices, financial challenges of the state-owned oil company Pemex, and revenue needs for financing social and public investment spending over the medium term—suggest that a review of Mexico’s taxation regimes for natural resources would be opportune, against the backdrop of a comprehensive approach to tackling Mexico’s challenges. This paper identifies opportunities for redesigning mining taxation to increase somewhat the revenue intake while maintaining the favorable investment profile of the sector. It also discusses recent reforms to the oil and gas fiscal regime and future reform considerations, with attention to the attractiveness of investment on commercial terms—an issue that should be placed in the context of an overall reform of Pemex’s business strategy and possibly of the energy sector more generally.

Book Taxation of Petroleum Products

Download or read book Taxation of Petroleum Products written by Mrs.Poonam Gupta and published by International Monetary Fund. This book was released on 1994-03-01 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: The domestic taxation of petroleum products is an important source of revenue in most countries. However, there is a wide variation of tax rates on petroleum products across countries, which cannot be explained by economic theory alone. This paper surveys different considerations advanced for taxing petroleum and presents petroleum tax rate data in 120 countries. It concludes that a significant reduction in the present extremely wide variation in petroleum prices and tax rates appears warranted.

Book The Oil Gas Year Brazil 2019

Download or read book The Oil Gas Year Brazil 2019 written by The Energy Year and published by The Oil & Gas Year Limited. This book was released on 2019-09-09 with total page 105 pages. Available in PDF, EPUB and Kindle. Book excerpt: Oil and gas production is expected to increase over the coming decade, with the ANP projecting an output of 5.5 million bopd by 2027-2028. Furthermore, 44 offshore production systems are expected to come on line by 2030. Brazil has started to attract the attention of oil majors across the globe and will continue to be a regional investment hub for years to come. As such, the report covers the laws and regulations of the new administration that will shape the local investment environment. This third edition also delves into other attractive business opportunities in Brazil’s conventional offshore and onshore basins. Less than 30,000 wells have been drilled in the country’s oil and gas history, compared to almost double that in Argentina and more than 100 times that in the USA. The ANP recognises the need to incentivise E&P in areas the prolific Pre-Salt Polygon. Despite the progress being made in the development of Brazil’s oil and gas industry, challenges loom overhead. Environmental issues will come to the fore as some segments of society contest the new administration’s move to a more laisssez-faire market approach, particulary in areas near the Amazon rainforest. The government is under pressure to tackle these issues and push forward the industry’s development. Extensive in-depth analysis is supported by comprehensive maps, illustrations and graphs to create a market guide essential for players seeking to either expand their operations or enter the Brazilian oil and gas market.

Book Brazil and Climate Change

Download or read book Brazil and Climate Change written by Viola Eduardo and published by Routledge. This book was released on 2017-10-23 with total page 214 pages. Available in PDF, EPUB and Kindle. Book excerpt: Climate change is increasingly a part of the human experience. As the problem worsens, the cooperative dilemma that the issue carries has become evident: climate change is a complex problem that systematically gets insufficient answers from the international system. This book offers an assessment of Brazil’s role in the global political economy of climate change. The authors, Eduardo Viola and Matías Franchini expertly review and answer the most common and widely cited questions on whether and in which way Brazil is aggravating or mitigating the climate crisis, including: Is it the benign, cooperative, environmental power that the Brazilian government claims it is? Why was it possible to dramatically reduce deforestation in the Amazon (2005-2010) and, more recently, was there a partial reversion? The book provides an accessible—and much needed—introduction to all those studying the challenges of the international system in the Anthropocene. Through a thorough analysis of Brazil in perspective vis a vis other emerging countries, this book provides an engaging introduction and up to date assessment of the climate reality of Brazil and a framework to analyze the climate performance of major economies, both on emission trajectory and policy profile: the climate commitment approach. Brazil and Climate Change is essential reading for all students of Environmental Studies, Latin American Studies, International Relations and Comparative Politics.

Book National Oil Companies and Value Creation

Download or read book National Oil Companies and Value Creation written by Silvana Tordo and published by World Bank Publications. This book was released on 2011-07-13 with total page 149 pages. Available in PDF, EPUB and Kindle. Book excerpt: National Oil Companies (NOCs) directly or indirectly control the majority of oil and gas reserves. As such, they are of great consequence to their country's economy, to importing countries' energy security, and to the stability of oil and gas markets. The paper analyzes the available evidence on the objectives, governance and performance of 20 NOCs from both net importing and net exporting countries, and draws conclusions about the design of policies and measures that are more likely to lead to social value creation. NOCs differ from private companies on a number of very important variables, including the level of competition in the market in which they operate, their business profile along the sector value chain, and their degree of commercial orientation and internationalization. Most share some core characteristics: they are usually tied to the 'national purpose' and serve political and economic goals other than maximizing the firm's profits. This paper introduces a conceptual model to analyze value creation by NOCs that takes into consideration their complex objective function. Our analysis aims to answer the following questions: Are certain corporate governance arrangements more suited than others to promote value creation? Is good geology a pre-condition for NOC value creation? Are there benefits from exposing the NOC to competition from private oil companies? Does the development of forward and backward linkages hamper NOC value creation?

Download or read book Uncertain Judgements written by Anthony O'Hagan and published by John Wiley & Sons. This book was released on 2006-08-30 with total page 338 pages. Available in PDF, EPUB and Kindle. Book excerpt: Elicitation is the process of extracting expert knowledge about some unknown quantity or quantities, and formulating that information as a probability distribution. Elicitation is important in situations, such as modelling the safety of nuclear installations or assessing the risk of terrorist attacks, where expert knowledge is essentially the only source of good information. It also plays a major role in other contexts by augmenting scarce observational data, through the use of Bayesian statistical methods. However, elicitation is not a simple task, and practitioners need to be aware of a wide range of research findings in order to elicit expert judgements accurately and reliably. Uncertain Judgements introduces the area, before guiding the reader through the study of appropriate elicitation methods, illustrated by a variety of multi-disciplinary examples. This is achieved by: Presenting a methodological framework for the elicitation of expert knowledge incorporating findings from both statistical and psychological research. Detailing techniques for the elicitation of a wide range of standard distributions, appropriate to the most common types of quantities. Providing a comprehensive review of the available literature and pointing to the best practice methods and future research needs. Using examples from many disciplines, including statistics, psychology, engineering and health sciences. Including an extensive glossary of statistical and psychological terms. An ideal source and guide for statisticians and psychologists with interests in expert judgement or practical applications of Bayesian analysis, Uncertain Judgements will also benefit decision-makers, risk analysts, engineers and researchers in the medical and social sciences.

Book Global Brazil and U S Brazil Relations

Download or read book Global Brazil and U S Brazil Relations written by Samuel W. Bodman and published by Council on Foreign Relations. This book was released on 2011 with total page 125 pages. Available in PDF, EPUB and Kindle. Book excerpt: July 12, 2011-Over the course of a generation, Brazil has emerged as both a driver of growth in South America and as an active force in world politics. A new Council on Foreign Relations (CFR)-sponsored Independent Task Force report asserts "that it is in the interest of the United States to understand Brazil as a complex international actor whose influence on the defining global issues of the day is only likely to increase."Brazil currently ranks as the world's fifth-largest landmass, fifth-largest population, and expects to soon be ranked the fifth largest economy. The report, Global Brazil and U.S.-Brazil Relations, recommends that "U.S. policymakers recognize Brazil's standing as a global actor, treat its emergence as an opportunity for the United States, and work with Brazil to develop complementary policies."The Task Force is chaired by former secretary of energy Samuel W. Bodman and former president of the World Bank James D. Wolfensohn, and directed by CFR Senior Fellow and Director for Latin America Studies, and Director of the Global Brazil Initiative Julia E. Sweig.Recognizing Brazil's global role, the report recommends that the Obama administration now fully endorse the country's bid for a seat as a permanent member of the United Nations Security Council (UNSC). It argues that "a formal endorsement from the United States for Brazil would go far to overcome lingering suspicion within the Brazilian government that the U.S. commitment to a mature relationship between equals is largely rhetorical."Domestically, Brazil's "inclusive growth has translated into a significant reduction of inequality, an expansion of the middle class, and a vibrant economy, all framed within a democratic context." Consequently, Brazil has been able to use its economic bona fides to leverage a stronger position in the international, commercial, and diplomatic arena. The report stresses the importance of regular communication between the presidents of both countries. "Cooperation between the United States and Brazil holds too much promise for miscommunication or inevitable disagreements to stand in the way of potential gains." A mature, working relationship means that "the United States and Brazil can help each other advance mutual interests even without wholesale policy agreements between the two," notes the report. The Task Force further recommends that- the U.S. Congress "include an elimination of the ethanol tariff in any bill regarding reform to the ethanol and biofuel tax credit regime."- the United States "take the first step to waive visa requirements for Brazilians by immediately reviewing Brazil's criteria for participation in the Visa Waiver Program."- the U.S. State Department create an Office for Brazilian Affairs and the National Security Council (NSC) centralize its efforts under a NSC director for Brazil in order to better coordinate the current decentralized U.S. policy. The bipartisan Task Force includes thirty distinguished experts on Brazil who represent a range of perspectives and backgrounds. The report includes a number of additional views by Task Force members, including one that notes, "We believe that a more gradual approach [regarding Brazil's inclusion as a full UNSC member] would likely have more success in navigating the diplomatic complexities presented by U.S. support for Brazil." Another view asserts, "If the United States supports, as the Obama administration has said it does, leadership structures in international institutions that are more reflective of international realities, it must support without qualifications Brazil's candidacy [for the UNSC]."
