In this incisive text, one of Brazil's leading political scientists explores how China, the X factor of international relations, can transform a nation's politics; it will be of interest to economists, scholars of geopolitics, of China's Belt and Road Initiative and of Latin America politics.

Book Committing to Results

Download or read book Committing to Results written by Martha Ainsworth and published by World Bank Publications. This book was released on 2005 with total page 276 pages. Available in PDF, EPUB and Kindle. Book excerpt: This evaluation assesses the development effectiveness of the World Bank's country-level HIV/AIDS assistance defined as policy dialogue, analytic work, and lending with the explicit objective of reducing the scope or impact of the AIDS epidemic. The evaluation identifies findings from this experience and makes recommendations to improve the relevance, efficiency and efficacy of ongoing and future activities. This is the first comprehensive evaluation of the World Bank's HIV/AIDS support to countries, from the beginning of the epidemic through mid-2004. Because the Bank's assistance is for implementation of government programs by government, it provides important insights on how national AIDS programs can be made more effective.

Book Annual Review of Development Effectiveness 2006

Download or read book Annual Review of Development Effectiveness 2006 written by Monika Huppi and published by World Bank Publications. This book was released on 2006 with total page 120 pages. Available in PDF, EPUB and Kindle. Book excerpt: The "results agenda" adopted by the World Bank and other donors aims to ensure that development assistance yields sustainable poverty reduction. Effective poverty reduction results from three main factors: sustained and inclusive growth, effective service delivery to the poor, and capable public sector institutions that are accountable to stakeholders for the results they achieve. The Annual Review of Development Effectiveness 2006 assembles evaluative evidence around three questions central to poverty reduction: - How effectively has economic growth translated into poverty reduction in Bank-assisted countries and what factors have affected these results? - What factors have led to high-quality results in areas that deliver services to the poor? - What measures help raise the accountability of public institutions responsible for delivering and sustaining these results? The report identifies three key areas where the World Bank can further strengthen its effectiveness in helping countries reduce poverty. - Economic growth has improved in many Bank client countries but a stronger focus on the nature of growth is needed to ensure that such growth leads to jobs for the poor and productivity increases in poorer regions and sectors where the poor earn their incomes. - Consistent use of a clearly articulated results chain helps ensure that Bank country assistance programs and individual projects set realistic objectives, that key cross-sectoral constraints to achieving them are adequately considered and that due attention is given to building capacity. - A realistic assessment of the political economy of governance-related reforms is needed to tailor efforts to increase the accountability ofpublic sector institutions to local conditions.

Book World Bank Engagement at the State Level

Download or read book World Bank Engagement at the State Level written by World Bank and published by World Bank Publications. This book was released on 2010-04-21 with total page 138 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is a pilot cross-country study that summarizes 10 years (1998-2008) of the World Bank s engagement at the state level in selected large federal countries and combines elements of a country assistance evaluation and a thematic review. It looks at several strategic and operational questions posed by state-level engagement, among them the selection of states, the scope, and the modalities of engagement. According to the report, two tendencies often in tension featured in most approaches for selection of states for direct engagement. One was to support better-performing, reformist states, while the other was to support the poorest states as a more direct route to reducing poverty. Overall, the study confirms the desirability of continued selective lending in a few focus states. Among other findings: the Bank s engagement with progressive reformist states has added value and has been highly appreciated, but in order to enhance the poverty impact of state level interventions, greater weight should be given to the needs of poorest states by balancing states propensity to reform and the concentration of poverty within them; continued focus on public finance management appears sound, irrespective of whether engagement is confined to this area or serves as an entry point for broader engagement; there is considerable scope for greater impact from knowledge transfer between states and countries and expanded knowledge services to the state-level clients.
