Book excerpt: The International Assessment of Agricultural Knowledge, Science, and Technology for Development (IAASTD) looks realistically at how we could effectively use agriculture/AKST to help us meet development and sustainability goals. An unprecedented three-year collaborative effort, the IAASTD involved more than 400 authors in 110 countries and cost more than $11 million. It reports on the advances and setbacks of the past fifty years and offers options for the next fifty years. The results of the project are contained in seven reports: a Global Report, five regional Sub-Global Assessments, and a Synthesis Report. The Global Report gives the key findings of the Assessment, and the five Sub-Global Assessments address regional challenges. The volumes present options for action. All of the reports have been extensively peer-reviewed by governments and experts and all have been approved by a panel of participating governments. The Sub-Global Assessments all utilize a similar and consistent framework: examining and reporting on the impacts of AKST on hunger, poverty, nutrition, human health, and environmental/social sustainability. The colonial legacy and resulting patterns of international relations during the 20th century favoured a course of adoption and hybridization of political institutions. In recent decades, a new conjuncture has emerged in which Latin American policies have started to diffuse South-South and even South-North. Led by Brazil with Participatory Budgeting and the Bolsa Familia program, other countries in the region soon followed. The Bus Rapid Transit (BRT) system and bicycle policies in Curitiba and Bogotá have also reached wide international recognition and circulation. And yet, despite Latin America’s new role as a policy "exporter", little is known about its dynamics, causes, and effects. Why have Latin American policies been diffused inside and outside the region? Which actors are involved? What driving forces affect these processes? This innovative collection offers a new perspective on the policy diffusion phenomena. Drawing on different examples from Latin American experiences in urban local policies and national social policies, experts present a new framework to study this phenomenon centered on the mobilization of ideas, interests and discourses for policy diffusion. The Republic of Korea has achieved economic success on many fronts. Real GNP has tripled every decade since the 1960s. A dynamic and flexible manufacturing sector now dominates the economy. The benefits of growth have been widely distributed, with a sharp decrease in poverty. This study, like others in the series, seeks to draw lessons from such success and to identify and analyze the policies behind this strong economic performance. Koreas development strategy and macroeconomic performance are outlined in Part I. Several factors are seen to underlie strong growth, including the maintenance of a stable macroenvironment, flexible and pragmatic policies, and investment in infrastructure and human capital. Part II assesses the role played by industrial policy since 1961. Particular attention is given to the Heavy and Chemical Industry (HCI) drive, launched in 1973 to diversify and upgrade Koreas industrial sector. The authors note that while the HCI has been largely successful, it also has been very costly, particularly to the financial sector. Part III outlines the role of institutions and the close relationships among the government, the bureaucracy, and business. The key to Koreas rapid development, according to the authors, was the governments commitment to growth and its early focus on equity and wide distribution of the gains from growth. The authors also laud the efficiency and effectiveness of Koreas public and private sector institutions, which they see as models for all developing nations.

This report reviews the Programme’s activities and achievements over the last ten years, lessons learned and prospects for the way forward. It highlights and illustrates the Programme’s distinctive features, particularly its inspiring, inclusive and innovative modalities of cooperation. Its multi-stakeholder approach brings together farmers’ cooperatives and associations, the private sector, academia and triangular partners, among other key actors. In this context, the Programme provides a platform for insights and perspectives of all development actors through its national, regional, interregional and global projects focusing on sustainable agricultural production, productivity and farmers’ livelihoods. The Programme is majorly contributing to the realization of Sustainable Development Goal 1: No poverty in all its forms everywhere; and Sustainable Development Goal 2: Zero hunger, achieve food security and improved nutrition and promote sustainable agriculture.

Book excerpt: Panorama of Rural Poverty in Latin America and the Caribbean 2018, published by the Food and Agriculture Organization of the United Nations (FAO), addresses the important challenges faced by the region in developing its rural territories to achieve the targets of the Sustainable Development Goals by 2030, particularly SDG 1 to end poverty in all its forms everywhere. After many years of progress, poverty and extreme rural poverty in the region have started to increase again. This is worrying news for countries of the region and the international community because, if they do not return to the path of rural poverty reduction, millions of people will be excluded from the opportunity to contribute to the development of their families, communities and countries. The 33 Member States of the United Nations in the region have pledged their commitment to eradicating rural poverty by 2030 and, despite the recent trend, it is still possible to achieve this goal. This report also highlights the persistence of significant gaps between rural and urban areas, which is incompatible with sustainable and equitable development. Of the 169 targets of the Sustainable Development Goals, 132 require actions that must be carried out in rural territories.
