Book excerpt: International student mobility is traditionally considered to result in brain drain fromdeveloping countries and brain gain for developed countries. More recently, manydeveloping countries have attracted an increasing number of returning scientists, which isdescribed as brain circulation. This relatively new concept, however, still downplaysthe role of individuals who do not return to their home countries and work in the hostcountries. Specifically, there is a lack of discussion on how expatriate researchers maycontribute to their home countries through international research collaborations.Therefore, this dissertation focuses on bridging this apparent knowledge gap byintegrating analyses of international student mobility, expatriate researchers andinternational research collaboration. First, I study the factors that influence the number ofinternational students from origin countries to the United States. Second, descriptiveanalysis is conducted to illuminate the connection between foreign-born collegegraduates and foreign-born researchers in the United States. Finally, I examine the extentto which expatriate researchers contribute to their home countries through internationalresearch collaboration. The results reveal that student mobility to the United States hasbeen mainly driven by the economy, the population for tertiary education, and theacademic capacity of countries of origin. Further, there is tight connection between thenumber of international students and expatriate researchers. Expatriate researchers arefound to have a significant impact on the research collaboration between their home andhost countries, implying an important form of brain circulation. However, not allcountries can benefit from talent mobility. In particular, results suggest that countrieswith under-developed economy and education are unable to take advantage of their expatriate researchers. Moreover, this study reveals different degrees of homophilybetween origin countries and the United States in international student mobility andresearch collaboration. Particularly, brain circulation in the form of research collaborationis more likely to happen between the United States and countries with similar academiccapacity and development status. Therefore, developing countries need to makeintentional efforts to advance their education and research capacity before they cansignificantly benefit from international student mobility and research collaboration.

Book excerpt: The brain drain from developing countries has been lamented for many years, but knowledge of the empirical magnitude of the phenomenon is scant owing to the lack of systematic data sources. This paper presents estimates of emigration rates from 61 developing countries to OECD countries for three educational categories constructed using 1990 U.S. Census data, Barro and Lee’s data set on educational attainment, and OECD migration data. Although still tentative in many respects, these estimates reveal a substantial brain drain from the Caribbean, Central America, and some African and Asian countries.
