The BRA-LEX which means BRA de Brasil and LEX de Lei in Latin is the legislative network that unifies the spheres of the constituent powers of the country, that is, the legislation of the executive, legislative and judicial powers. The author Gilmar Almeida de Brito Junior, 26 years old in 2021, studied BRALEX extensively, assigned and developed several legislative parameters that show the network in a general technical legal scientific context. Through this book, it launches a new Legislative Framework that aims to improve the network and develop new resolute techniques of social and legal conflicts that the legislation is currently in. Techniques developed by the author such as parameter engineering, an engineering that generates and studies measurements, classifications converting to different platforms to obtain data that prove the manifest under study. Imagine a glass that reflects a part of another person's reflection, even if the bottom of the glass is transparent you can see what the person is seeing without the person seeing you. The legislation is that other person that next to us we can only see some of their movements, but when we use the glass all the movements are visible. The study of the network of Brazilian legislation in different modalities such as neural network, blockchain, algorithms and logarithms tools capable of decoding and deciphering the hidden codes, revealed in the simplicity of understanding. The book is a pioneer in converting legal texts into calculations with accuracy and universality, that is, it converts humanities into exact ones, showing how legislation behaves in graphs, numerical equations, coordinate functions. The book is an extension of the work of the movement know Brazil, a profile created on Instagram to promote knowledge of legislation and the rights and duties of citizens, curiosities about the laws and the formation of the Federative Republic of Brazil. This book is dedicated to everyone who wants to learn Brazilian legislation, in a way that was not explained before the publication of this book, improving legislative wisdom and knowledge, promoting new parameters, visions and horizons for Brazilian legislative development. Book excerpt: In international law, as in any other legal system, respect and protection of human rights can be guaranteed only by the availability of effective judicial remedies. When a right is violated or damage is caused, access to justice is of fundamental importance for the injured individual and it is an essential component of the rule of law. Yet, access to justice as a human right remains problematic in international law. First, because individual access to international justice remains exceptional and based on specific treaty arrangements, rather than on general principles of international law; second, because even when such right is guaranteed as a matter of treaty obligation, other norms or doctrines of international law may effectively impede its exercise, as in the case of sovereign immunity or non reviewability of UN Security Council measures directly affecting individuals. Further, even access to domestic legal remedies is suffering because of the constraints put by security threats, such as terrorism, on the full protection of freedom and human rights. This collection of essays offers seven distinct perspectives on the present status of access to justice: its development in customary international law, the stress put on it in times of emergency, its problematic exercise in the case of violations of the law of war, its application to torture victims, its development in the case law of the UN Human Rights Committee and of the European Court of Human Rights, its application to the emerging field of environmental justice, and finally access to justice as part of fundamental rights in European law.

Book excerpt: A generation ago not a single country had laws to counter money laundering; now, more countries have standardized anti–money laundering (AML) policies than have armed forces. In The Money Laundry, J. C. Sharman investigates whether AML policy works, and why it has spread so rapidly to so many states with so little in common. Sharman asserts that there are few benefits to such policies but high costs, which fall especially heavily on poor countries. Sharman tests the effectiveness of AML laws by soliciting offers for just the kind of untraceable shell companies that are expressly forbidden by global standards. In practice these are readily available, and the author had no difficulty in buying the services of such companies. After dealing with providers in countries ranging from the Seychelles and Somalia to the United States and Britain, Sharman demonstrates that it is easier to form untraceable companies in large rich states than in small poor ones; the United States is the worst offender. Despite its ineffectiveness, AML policy has spread via three paths. The Financial Action Task Force, the key standard-setter and enforcer in this area, has successfully implemented a strategy of blacklisting to promote compliance. Publicly identified as noncompliant, targeted states suffered damage to their reputation. Subsequently, officials from poor countries became socialized within transnational policy networks. Finally, international banks began using the presence of AML policy as a proxy for general country risk. Developing states have responded by adopting this policy as a functionally useless but symbolically valuable way of reassuring powerful outsiders. Since the financial crisis of 2008, the G20 has used the successful methods of coercive policy diffusion pioneered in the AML realm as a model for other global governance initiatives.
