Book excerpt: Transnational economic integration has been described by globalization boosters as a rising tide that will lift all boats, an opportunity for all participants to achieve greater prosperity through a combination of political cooperation and capitalist economic competition. The Asian Development Bank (ADB) has championed such rhetoric in promoting the integration of China, Southeast Asia’s formerly socialist states, and Thailand into a regional project called the Greater Mekong Subregion (GMS). But while the GMS project is in fact hastening regional economic integration, Jim Glassman shows that the approach belies the ADB’s idealized description of "win-win" outcomes. The process of "actually existing globalization" in the GMS does provide varied opportunities for different actors, but it is less a rising tide that lifts all boats than an uneven flood of transnational capitalist development whose outcomes are determined by intense class struggles, market competition, and regulatory battles. Glassman makes the case for adopting a class-based approach to analysis of GMS development, regionalization, and actually existing globalization. First he analyzes the interests and actions of various Thai participants in GMS development, then the roles of different Chinese actors in GMS integration. He next provides two cases illustrating the serious limits of any notion that GMS integration is a relatively egalitarian process—Laos’ participation in GMS development and the role of migrant Burmese workers in the production of the GMS. He finds that Burmese migrant workers, dam-displaced Chinese and Laotian villagers, and economically-stressed Thai farmers and small businesses are relative "losers" compared to the powerful business interests that shape GMS integration from locations like Bangkok and Kunming, as well as key sites outside the GMS like Beijing, Singapore, and Tokyo. The final chapter blends geographical-historical analysis with an assessment of uneven development and actually existing globalization in the GMS. Cogent and persuasive, Bounding the Mekong will attract attention from the growing number of scholars analyzing globalization, neoliberalism, regionalization, and multiple scales of governance. It is suitable for graduate courses in geography, political science, and sociology as well as courses with a regional focus.

Asia, with 1.5 billion of its people living in shared river basins, and with very few transboundary rivers governed by treaties, is especially prone to such conflicts. The key to mitigating transboundary water conflicts and advancing cooperation in Asia is largely in the hands of China, the upstream country for most of Asia’s major transboundary rivers. To avert the looming water crisis, apart from spending billions of dollars on domestic water transfer projects such as the South–North Water Diversion Megaproject, as well as on water conservancy and pollution abatement, China has sought to utilize the water resources of the major rivers that run across borders with neighbouring countries. On these transboundary rivers, China has built or plans to build large dams for hydroelectricity and major water diversion facilities, which has triggered anxiety and complaints from downstream countries and criticism from the international society. This book aims to systematically examine the complex reality of water contestations between China and its neighbouring countries. It provides a discussion on transboundary hydropolitics beyond the state-centric geopolitical perspective to dig into various political, institutional, legal, historical, geographical, and demographic factors that affect China’s policies and practices towards transboundary water issues. This book also provides a collection of comparative case studies on China’s water resources management on the Mekong River with other five riparian states in the Lower Mekong region: the Salween River with Myanmar, the Brahmaputra River with India, the Amur River with Russia and Mongolia, the Illy and Irtysh Rivers with Kazakhstann, and the Yalu and Tumen Rivers with North Korea. Book excerpt: This open access book traces the development of landscapes along the 414-kilometer China-Laos Railway, one of the first infrastructure projects implemented under China's Belt and Road Initiative (BRI) and which is due for completion at the end of 2021. Written from the perspective of landscape architecture and intended for planners and related professionals engaged in the development and conservation of these landscapes, this book provides history, planning pedagogy and interdisciplinary framing for working alongside the often-opaque planning, design and implementation processes of large-scale infrastructure. It complicates simplistic notions of development and urbanization frequently reproduced in the Laos-China frontier region. Many of the projects and sites investigated in this book are recent "firsts" in Laos: Laos's first wildlife sanctuary for trafficked endangered species, its first botanical garden and its first planting plan for a community forest. Most often the agents and accomplices of neoliberal development, the planning and design professions, including landscape architecture, have little dialogue with either the mainstream natural sciences or critical social sciences that form the discourse of projects in Laos and comparable contexts. Covering diverse conceptions and issues of development, including cultural and scientific knowledge exchanges between Laos and China, nature tourism, connectivity and new town planning, this book also features nine planning proposals for Laos generated through this research initiative since the railway's groundbreaking in 2016. Each proposal promotes a wider "landscape approach" to development and deploys landscape architecture's spatial and ecological acumen to synthesize critical development studies with the planner's capacity, if not naive predilection, to intervene on the ground. Ultimately, this book advocates the cautious engagement of the professionally oriented built-environment disciplines, such as regional planning, civil engineering and landscape architecture, with the landscapes of development institutions and environmental NGOs.

Book excerpt: Rising China has been reshaping world order for the last two decades, but this volume argues that we cannot accurately understand rising China's global impacts without first investigating whether and how its growing power resources are translated into actual influence over other states' choices and policies. Concentrating on the developing countries in East and South Asia, where the power asymmetry is greatest and China ought to have the biggest influence, the volume investigates China's influence in bilateral relationships, and on key political actors from these countries within key issue areas and international institutions. Using an influence framework, the volume demonstrates how China tends to try to gain the support of smaller and weaker countries without forcing them to change their preferences or to act against their own interests. China does purposefully coerce, induce, or persuade others to behave in certain ways, but whether and the extent to which it succeeds is determined as much by the reactions, political context and decision-making processes of the target states, as it is by how skilfully Chinese actors deploy these tools. The contributors detail how China's influence even over these weaker states does not result from easy applications of power; rather it tends to be mediated through the competing interests of target state actors, the imperatives of other existing security and economic relationships, and more complex strategic thinking than we might expect. The book's findings carry lessons for conceptual refinement, as well as policy implications for those coping with China's reshaping of international order.
