It investigates the conditions that enable vulnerable countries to prevent the perpetration of such violence. Structural prevention is commonly framed as the identifying and ameliorating of the ‘root causes’ of violent conflict, a process which typically involves international actors determining what these root causes are, and what the best courses of action are to deal with them. This overlooks why mass atrocities do not occur in countries that contain the presence of root causes. In fact, very little research has been conducted on what the causes of peace and stability are, particularly in relatively countries located in regions marred by civil war and mass atrocities. To better understand how such vulnerable countries prevent the commission of mass atrocities, this book proposes an analytical framework which enables not only an understanding of risk which arises from the presence of root causes, but also of the factors that build resilience in countries, and consequently mitigate and manage such risk. Using this framework, three countries – Botswana, Zambia and Tanzania, are analysed to account for their long term stability despite their location in neighbourhoods characterised by decades of civil war, ethnic repression and mass atrocities. This work is a significant contribution to the field of genocide studies and crimes against humanity and will be of interest to students and scholars alike.

Book excerpt: Eighty per cent of the world's gross domestic product belongs to the 1 billion people living in the developed world; the remaining 20 per cent is shared by the 5 billion people living in developing countries. Failure to address this inequality predicament will ensure that social justice and better living conditions for all people remain elusive, and that communities, countries and regions remain vulnerable to social, political and economic upheaval. This report traces trends and patterns in economic and non-economic aspects of inequality and examines their causes and consequences. It focuses on the traditional aspects of inequality, such as the distribution of income and wealth, as well as inequalities in health, education, and opportunities for social and political participation. The report also analyses the impact of structural adjustment, market reforms, globalization and privatization on economic and social indicators. The Report identifies four areas of particular importance. First, worldwide asymmetries deriving from globalization need to be redressed. Second, the goal of reducing inequality must be explicitly incorporated in policies and programmes aimed at poverty reduction. Third, priority must be given to expanding and improving opportunities for employment. Finally, social integration and cohesion must be promoted as key to development, peace and security.

This book focuses on the social and cultural dimensions of development dynamics and, in particular, the role of values in shaping development. Values are at the core of the hopes and aspirations of individuals, communities and societies. The book therefore explains the values that motivate and inform African communities and societies, with a view to facilitating a dialogue about sustainable development in Africa among academics, intellectuals, policy and decisionmakers, and the communities. It also investigates the social and cultural dynamics of development in Africa, as a better alternative to earlier studies that blame African culture for poverty and exclude the people of Africa in their definition of developments in the continent. The significance of this book lies in its provision of a theoretical argument, from empirical perspective, on the role of values in the development of Africa; an argument that is capable of facilitating a dialogue about African development, which obviously proves more useful than either the imposition of a technical process or the announcement of a normative framework.
