Book excerpt: It has been 27 years since the end of the war in Bosnia and Herzegovina, and the history of the conflict, its consequences, and long-term implications for the politics and lives of its citizens has remained a source of interest for scholars across the globe and across disciplines. This scholarship has included works by historians and political scientists seeking to explain the war’s origins with a view to Bosnia’s traditional multi-ethnic character and background. The country has been used as a case study in state- and peace-building, as well as to study the implications of ongoing transitional justice processes. Other scholars within the fields of human rights and genocide studies have focused on documenting the war crimes committed against the people of Bosnia and Herzegovina during the conflict and the mass-scale displacement of people, mostly Bosnian Muslims, from their homes and homelands. International law scholars have carried this work further, tracing the development of courts created in response to war crimes in Bosnia and their effectiveness in generating justice for victims. Diaspora communities have formed in North America (especially in St. Louis), Europe, and Australia because of war and displacement, and have themselves become a considerable topic of study spanning the disciplines of anthropology, migration studies, political science, memory studies, conflict and security studies, psychology, and geography. This volume seeks to illuminate how Bosnian migrant and diaspora scholars are contributing to the development of Bosnian Studies. The authors included in this volume are either writing from their (new) home bases in Australia, Austria, Canada, Switzerland, the United Kingdom, and the United States, among others, or they have returned to Bosnia after a period of migration. Their chapters have distinct entry points of inquiry, demonstrating how scholars have integrated Bosnia as a theme across the range of disciplines in which they are situated. The selections included in the volume range from literary analysis to personal memoirs of the conflict, from studies of heritage and identity to political science analysis of diaspora voting, to genocide studies and questions of (or lack of) ethics in the growing field of Bosnian Studies.

The main thesis is that high-skilled migration, whether internal or international, is largely a symptom rather than a cause of the gaps persisting across European regions in terms of labor market and educational opportunities, productivity, welfare and quality of institutions. Free movement within the EU enables workers and firms to take advantage of these gaps by moving from low- to high-productivity sectors and regions. This process, however, generates winners and losers depending on the extent of the complementarity and substitutability between migrants and natives and on the capacity of sending regions to realize benefits from return or circular migration and other knowledge spillovers. The study assesses the economic benefits and the costs of skilled migration in the short and long run, emphasizing the potential implications of a large outflow of highly qualified workers on the economies of the sending regions. Based on the empirical analysis carried out, the book formulates recommendations for labor market and education policies. The ultimate aim is to identify effective ways to address the various costs that migration induces among different skill groups within both migrant- sending and receiving regions and improving cross-country coordination to better unlock the overall benefits of migration.

Book excerpt: Despite the legal and policy foundation of BiH, gender considerations have only marginally been mainstreamed in state and entity policies on rural development or other sectors related to agriculture. At the state level, the Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021) addresses support for women as a cross-cutting initiative but fails to fully mainstream gender. Rather, the strategy includes a stand-alone sub-section on gender equality that presents rather superficial analysis of gender disparities in rural areas and includes no strategic guidance. Measures are suggested for “young people/women” in combination and for improving access to business grants, rural loans and agricultural associations. One monitoring indicator measures “women’s participation” in investment programs for agricultural holdings and diversification of rural economy (Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021). The inconsistent application of gender mainstreaming to policy development and the very limited capacity of most line ministries to include a gender perspective in their core work contribute to a situation in which gender equality is poorly reflected in state policies that concern agriculture and rural development. Meanwhile, rural areas are marked by women’s poverty, which is linked to their economic dependence, over representation in informal and unpaid work, and the fact that elderly rural women in particular tend not to be covered by the pension system and are often living alone because they are widowed.

This compelling and intimate description of places of pain and (be)longing that were lost during the 1992–95 war in Bosnia and Herzegovina, as well as of survivors’ places of resettlement in Australia, Europe and North America, serves as a powerful illustration of the complex interplay between place, memory and identity. It is even more the case when those places have been vandalized, divided up, brutalized and scarred. However, as the author shows, these places of humiliation and suffering are also places of desire, with displaced survivors emulating their former homes in the far corners of the globe where they have resettled.

Maida Kosatica explores how the memory and narratives of the Bosnian War (1992-5) convey and renegotiate historical acts of violence in quite ordinary, banal ways and extend the war into the present day. Reintroducing the concept of 'traumascapes', this book demonstrates that semiotic landscapes are marked by traumatic legacies of violence in which the sense of trauma establishes its meaning through the discourses of remembering. In this context, this book argues that discourses of remembering, whether constructed in physical or virtual spaces, stem simultaneously from personal and collective needs to follow moral orders and responsibility, as well as from political, pedagogical and economic demands.

Book excerpt: This book defines and discusses the term “hidden geographies” in two ways: systematically and by presenting a variety of examples of the research fields and topics concerning hidden geographies, with the aim of stimulating further basic and applied research in this area. While the term is quite rarely used in the scientific literature (more often as a figure of speech than to illustrate or problematize its deeper meaning), we argue that hidden geographies are everywhere and many of them have significant impacts on (other) natural and social phenomena and processes, subsequently triggering changes, for example in landscape, economy, culture, health or quality of life. The introductory section of the book conceptualises hidden geographies and discusses cognitive geography, symbolization of space, and the hidden geographies in mystical literature. Case studies of hidden environmental geographies address soils, air pollution, coastal pollution and the allocation of an astronomical tourism site. Revealing hidden historical and sacred places is illustrated through examples of the visualisation of the subterranean mining landscape, the analysis of the historical road network and trade, border stones and historical spatial boundaries, and the monastic Carthusian space. Hidden urban geographies are discussed in terms of the urban development of an entire city, presenting the role of geography in rescuing architecture, revealing illegal urbanisation, and the quality of habitation in Roma neighbourhoods. Case studies of hidden population geographies shed light on the ageing of rural populations and the impact of spatial-demographic disparities on fertility variations. Discussions of hidden social and economic geographies problematize recent social changes and conflicts in a country, present the implementation of the fourth industrial revolution and borders as hidden obstacles in the organisation of public transport. Hidden geographies are explicitly linked to perceptions and explanations in case studies that address local responses to perceived marginalisation in a city, the solo women travellers’ perceived risk and safety, and hidden geographical contexts of visible post-war landscapes. The book brings such a diversity of views, ideas and examples related to hidden geographies that can serve both to deepen their understanding and their various impacts on our lives and environment, and to attract further cross-disciplinary interest in considering hidden geographies – in research and in our every-day lives.
