Between Frontiers restores the nation to the social field from which it hasbeen abstracted by looking at how the concept shapes the existenceof people in border zones, where they live between nations. Noboru Ishikawa grounds his discussion of border zones in materials gathered during two years of archival research and fieldwork relating to the boundary that separates Malaysian from Indonesian territory in western Borneo. His book considers how the state maintains its national space and how people strategically situate themselves by their community, nation, and ethnic group designated as national territory.Examining these issues in the context of concrete circumstances, where a village boundary coincides with a national border, allows him to delineate the dialectical relationship between nation-state and borderland society both as history and as process. A treasure trove of recently de-classified records from the UK National Archives and the US Consulate in Kuching, demonstrate how the British, Singapore and Malayan governments seized upon the Brunei revolt, and Indonesian attacks across the Sarawak border, to justify their extensive use of coercive measures against the strongest opponents of the federation proposal, and to reinforce strong messaging that forming Malaysia was the best available future for Sarawak, Sabah and Singapore too. Despite all of those efforts, new archival evidence shows how the political situation in Sarawak almost caused Malaysia to be aborted at the last minute. The book then goes on to document how strong international and internal pressures throughout 1964 and 1965 meant that the very survival of Malaysia was in doubt.

Book excerpt: Set in West Kalimantan, Indonesian Borneo, this study explores the shifting relationships between border communities and the state along the political border with East Malaysia. The book rests on the premise that remote border regions offer an exciting study arena that can tell us important things about how marginal citizens relate to their nation-state. The basic assumption is that central state authority in the Indonesian borderlands has never been absolute, but waxes and wanes, and state rules and laws are always up for local interpretation and negotiation. In its role as key symbol of state sovereignty, the borderland has become a place were central state authorities are often most eager to govern and exercise power. But as illustrated, the borderland is also a place were state authority is most likely to be challenged, questioned and manipulated as border communities often have multiple loyalties that transcend state borders and contradict imaginations of the state as guardians of national sovereignty and citizenship.

While the effects of globalization around the world are being discussed in such diverse circles as corporations, law firms, and education, and while the spread of English has come to largely benefit those in positions of power, relatively little has been said about the impact of globalization at the local level, directly or indirectly. Reclaiming the Local in Language Policy and Practice is unique in focusing specifically on the outcomes of globalization in and among the communities affected by these changes. The authors make a case for why it is important for local social practices, communicative conventions, linguistic realities, and knowledge paradigms to actively inform language policies and practices for classrooms and communities in specific contexts, and to critically inform those pertaining to other communities.
