Book excerpt: Since the invasion and colonization of Puerto Rico in 1898, all Puerto Ricans are both American citizens and colonial subjects by birth according to international law. Over a third of this population currently lives in the continental U.S. forming one of the nation's most significant "minority" communities. Yet no complete study of mainland Puerto Rican—or Boricua—literature has been written. Until now. Boricua Literature is the first literary history of the Puerto Rican colonial diaspora. The result of a decade of research in archives and special collections in the Caribbean and in the U.S., Lisa Sánchez González argues that the writing of the Puerto Rican diaspora should be considered an integral field of study. Covering 100 years of Boricua literary history, each chapter looks at the single writer or group of writers who are most emblematic of their respective generation, from William Carlos Williams and Arturo Schomburg, to latina feminism and salsa music. The story of an American community of color, Boricua Literature is also about contemporary critical race and gender studies. Chronicling these diasporas from the end of World War II to the present, Duany argues that each sending country's relationship to the United States shapes the transnational experience for each migrant group, from legal status and migratory patterns to work activities and the connections migrants retain with their home countries. Blending extensive ethnographic, archival, and survey research, Duany proposes that contemporary migration challenges the traditional concept of the nation-state. Increasing numbers of immigrants and their descendants lead what Duany calls "bifocal" lives, bridging two or more states, markets, languages, and cultures throughout their lives. Even as nations attempt to draw their boundaries more clearly, the ceaseless movement of transnational migrants, Duany argues, requires the rethinking of conventional equations between birthplace and residence, identity and citizenship, borders and boundaries.

Book excerpt: Devastating hurricanes, deteriorating infrastructure, massive public debt, and a global pandemic make up the continuous crises that plague Puerto Rico. In the last several years, this disastrous escalation has placed the archipelago more centrally on the radar of residents and politicians in the United States, as the US Congress established an oversight board with emergency powers to ensure Puerto Rico's economic survival—and its ability to repay its debt. These events should not be understood as a random string of compounding misfortune. Rather, as demonstrated by Jose Atiles in Crisis by Design, they result from the social, legal, and political structure of colonialism. Moreover, Atiles shows how administrations, through emergency powers and laws paired with the dynamics of wealth extraction, have served to sustain and exacerbate crises. He explores the role of the local government, corporations, and grassroots mobilizations. More broadly, the Puerto Rican case provides insight into the role of law and emergency powers in other global south, Caribbean, and racialized and colonized countries. In these settings, Atiles contends, colonialism is the ongoing catastrophe.
