Book excerpt: This report analyzes the hydrocarbon sector in Bolivia, which represents a vital component of its economy. In 2006, Bolivia nationalized the hydrocarbon sector due to unfavorable contracts for the government since the privatization of the sector 10 years prior. Without a coherent allocation system of the important hydrocarbon revenues, significant per capita disequilibrium will remain in which regions with a high population get considerably fewer resources than less populated regions. The current distribution system is discriminatory in the allocation of resources without taking into account poverty criteria in such a poor country like Bolivia. It also exacerbates the regional dependency on central transfers that depend on exhaustible and unstable hydrocarbon production. Presented here are the results of a hypothetical calculation of an alternative distribution system of the hydrocarbon revenues, introducing poverty criteria into the equation. However, the results of the hypothetical exercise presented have the objective of opening the debate and dialogue for needed reforms in the Bolivian hydrocarbon distribution system and do not suggest a definitive answer.

Book excerpt: Bolivia has made significant progress in health status and equity in the last decade, due to the implementation of a series of health policies directed primarily at reducing maternal and infant mortality and controlling communicable diseases. These policies include the introduction of a focus on health outcomes in the context of decentralization, the implementation of public health insurance, the strengthening of vertically-financed public health programs and to a lesser extent, an increase in the size of the sector's workforce and greater participation of indigenous peoples. Health Sector Reform in Bolivia analyzes these policies, draws lessons from their implementation, discusses remaining challenges, and provides recommendations in the context of the country's latest policy developments. Findings show that while coverage has increased in almost all municipalities, significant equity gaps remain between the rich and the poor, the urban and rural, and the indigenous and non-indigenous. The analysis suggests that three key issues need to be addressed: - Maintaining the focus on national priorities in the context of the newly expanded maternal and child insurance; - Strengthening efforts to extend care to poor rural areas; and - Improving the effectiveness of the system in the context of the new management model.

Bolivia’s forest resources are of global importance, its main forest areas are located in subtropical and tropical regions. There is severe deforestation going on in the lowlands at a rate of approximately 200,000 ha per year, whilst forest degradation mostly concerns montane forests. Cattle ranching is the most important direct driver of deforestation, followed by mechanized agriculture at medium- and large-scale level, mainly for the production of soy bean, and finally small-scale agriculture. Underlying causes of deforestation include, among others, the opening of the agricultural economy to international markets and the weakness of institutions in charge of controlling land use. From 2006 on, under the government of Evo Morales, Bolivia adopted an official position against the marketization of nature and in defense of the rights of mother earth. In consequence to its rejection of REDD, Bolivia developed an alternative proposal called “Joint Mechanism of Mitigation and Adaptation for Integrated and Sustainable Management of Forests and Mother Earth”. This proposal was also promoted in international negotiations on climate change. It focuses on local experiences for a sustainable and integrated management of natural resources and fosters land use planning at different levels of governance. Our analysis suggests that there is still a lack of concrete approaches to mitigate the direct threats to forests; moreover, the control of illegal deforestation is still insufficient. We also note that in parallel to policies of nature conservation, there is a contradicting political agenda being implemented promoting the expansion of the agricultural frontier. Only the future will show if the vision of “Living Well in Harmony with Mother Earth” will really lead to effective measures to combat the loss and the degradation of the immense richness of Bolivian forest.

This Country Study investigates the role that trade should play in Bolivia s development strategy, given the country s rich resource endowment, and examines the lessons of Bolivia s integration into the global economy. Considering the past links between trade and Bolivia s economy, the study analyzes the impact of different scenarios on growth, employment, trade flows, and poverty; it also evaluates barriers to higher export competitiveness and constraints on exporting firms. The study concludes that preferential access to world markets is necessary but not sufficient for success in nontraditional exports. Efficient services are necessary to reduce exporters costs, and the government should be more proactive in laying the foundation for export diversification, increasing the effectiveness of institutions, and addressing impediments to crossborder trade.

Book excerpt: Pursuant to a legislative requirement, GAO evaluated the scope, purpose, and effectiveness of U.S. narcotics control efforts in Colombia and Bolivia. GAO found that U.S.-supported crop control, enforcement, and interdiction efforts in Colombia and Bolivia have not produced major reductions in coca and marijuana production and trafficking, and it is questionable whether the efforts will achieve major reductions in the near future. GAO found that Colombia's large-scale efforts have had little effect due to the: (1) unprecedented level of violence associated with narcotics control; (2) lack of an enforceable extradition treaty with the United States for narcotics offenses; (3) general reluctance of the Colombian military forces to become involved in narcotics enforcement; and (4) lack of safe and effective means of chemically eradicating coca. GAO also found that Bolivia's efforts have had little effect due to: (1) the lack of clear legislation in Bolivia outlawing coca cultivation and supporting government control and eradication programs; (2) an inexperienced and ineffective special narcotics police force; (3) limited Bolivian government funding for program objectives; and (4) generalized corruption. In addition, GAO found that the Department of State's Bureau of International Narcotics Matters (INM): (1) did not systematically evaluate program and project performance to assess progress against established goals and objectives or to redirect activities; and (2) does not have guidelines which clearly establish the responsibility for ensuring that INM units perform evaluations. GAO also found that the Agency for International Development's development and narcotics awareness programs in Bolivia have not been effective due to the unwillingness or inability of the Bolivian government to introduce and implement effective coca control and enforcement measures.
