During the initial phase of this research, CIFOR conducted case studies in nine kabupaten or districts, in four provinces: Riau, East Kalimantan, Central Kalimantan, and West Kalimantan. These case studies were carried out in 2000, with follow up visits to some districts conducted in early 2001. With its almost two hundred million inhabitants and its island geography, Indonesia presents a particular challenge to efforts aimed at improving the lot of the rural poor. Illustrating again how economic growth in urban areas rarely translates into a decrease in rural poverty, this volume identities the impact of recent changes in the national economy on the rural poor, the interaction between the agricultural sector and the rural population, and patterns of food consumption, nutrition, and health. Drawing on the data and conclusions of thirteen years of IFAD experience in Indonesia, this book also examines the successes and failures of past development efforts and makes tangible, practical recommendations for future programs. Emphasizing that different strategies are required for Java, the other Inner Islands, and for the Outer Islands, the authors highlight the need for greater employment opportunities, greater commodity and regional diversification (in the form of the cultivation of secondary food crops, maintenance and improvement of irrigation, and the construction of roads, among other programmes), and a special emphasis on poor rural women.

Book excerpt: The Complex Forest systematically examines the theory, processes, and early outcomes of a research and management approach called adaptive collaborative management (ACM). An alternative to positivist approaches to development and conservation that assume predictability in forest management, ACM acknowledges the complexity and unpredictability inherent in any forest community and the importance of developing solutions together with the forest peoples whose lives will be most affected by the outcomes. Building on earlier work that established the importance of flexible, collaborative approaches to sustainable forest management, The Complex Forest describes the work of ACM practitioners facing a broad range of challenges in diverse settings and attempts to identify the conditions under which ACM is most effective. Case studies of ACM in 33 forest sites in 11 countries together with Colfer's systematic comparison of results at each site indicate that human and institutional capabilities have been strengthened. In Zimbabwe, for example, the number of women involved in decisionmaking soared. In Nepal, community members detected and sanctioned dishonest community elites. In Cameroon and Bolivia, learning programs resulted in better conflict management. These are early results, but a wide range of recent research supports Colfer's belief that these new capabilities will eventually contribute to higher incomes and to sustainable improvements in the health of forests and forest peoples. The Complex Forest reinforces calls for change in the way we plan conservation and development programs, away from command-and-control approaches, toward ones that require bureaucratic flexibility and responsiveness, as well as greater local participation in setting priorities and problem solving.

Book excerpt: Research since the 1990s highlights the importance of tenure rights for sustainable natural resource management, and for alleviating poverty and enhancing nutrition and food security for the 3.14 billion rural inhabitants of less-developed countries who rely on forests and agriculture for their livelihoods. The specific rights or combination of rights held by an individual, household, or community affects whether they have access to land and resources, as well as how those can be used and for how long. Equally important is the degree to which landholders perceive their tenure to be secure. Landowners are more likely to engage in land and resource conservation if they perceive that the likelihood of losing their land or resource rights is low. Between 2013 and 2021, the CGIAR Research Program on Policies, Institutions, and Markets (PIM) supported researchers to explore the drivers of tenure insecurity and their consequences, as well as mechanisms that can enhance tenure security. Their work focused on rights held by individuals and households, as well as collectively held rights. Studies found that tenure insecurity has a variety of negative consequences for natural resource management, agricultural productivity, and poverty reduction, but the sources of tenure insecurity differ for men and women, and for individual, household, and collective lands. Statutory recognition of customary rights, multistakeholder processes (MSPs) such as for land use planning, and organized social alliances such as Indigenous peoples’ groups have emerged as important mechanisms for securing rights or enhancing access to collectively held lands. Long-term partnerships, ongoing engagement, and training for actors at multiple scales increase the likelihood of successful implementation of tenure reforms. Further research on tenure security can contribute to achieving the Sustainable Development Goals, especially by clarifying how customary tenure can provide security and how tenure affects decision-making in multistakeholder platforms.
