The book addresses some of the reasons for the failure of ethnic conflict management and for the frequent emergence of violence in the region. In particular, the historical description of movements by the Dimasas, Misings and Bodos is well compiled and provides a good summary for the readers. At the same time, the work offers a good understanding of ethnic violence in contemporary India. The volume offers some new research data based on comparative analysis of different trajectories followed by three important movements among Assam’s ethnic minorities. While the pieces of the argument are based on the existing literature on ethnic violence and contentious politics, they are effectively connected to materials drawn from northeast India. Furthermore, the book raises significant concerns on the debates on crafting of decentralised institutions and executive opportunities that may facilitate ethnic accommodation thereby reducing the likelihood of such groups to pursue their goals through channels that are radical or extreme.

Book excerpt: This book forwards Assam (and Northeast India) as a specific location for studying operations of gendered power in multi-ethnic, conflict-habituated geopolitical peripheries globally. In the shifting and relational margins of such peripheral societies, power and agency are constantly negotiated and in flux. Notions of masculinity are redefined in an interlaced environment of militarization, hyper-masculinization, and gendered violence. These interconnections inform victimhood and agency among the most vulnerable marginalized constituencies – namely, women and migrants. By centering the marginalized in its inquiry, the book analyzes obstacles to achieving positive, organic peace based on cooperation and mutual healing. The tools used to perpetuate an endless cycle of violence that makes conflict a habit – a way of life – are identified in order to enable resistance against them from within the margins. Such resistance must be based on reflexivity and strategic, cautious radicalism. This involves critically interrogating the inherent connections between engendered pasts and feminist futures, local changes and global contexts, as well as between small, incremental changes and big shifts impacting entire societies, nations, and global orders. Because states are able to provide all of these types of assistance, their support has had a profound impact on the effectiveness of many rebel movements since the end of the Cold War. However, state support is no longer the only, or indeed necessarily the most important, game in town. Diasporas have played a particularly important role in sustaining several strong insurgencies. More rarely, refugees, guerrilla groups, or other types of non-state supporters play a significant role in creating or sustaining an insurgency, offering fighters, training, or other forms of assistance. This report assesses post-Cold War trends in external support for insurgent movements. It describes the frequency that states, diasporas, refugees, and other non-state actors back guerrilla movements. It also assesses the motivations of these actors and which types of support matter most. This book concludes by assessing the implications for analysts of insurgent movements.

But today, while the Indian state continues to use ethnography to govern, those who were the "objects" of study are harnessing disciplinary knowledge to redefine their communities, achieve greater prosperity, and secure political rights. In this groundbreaking study, Townsend Middleton tracks these newfound "lives" of anthropology. Offering simultaneous ethnographies of the people of Darjeeling's quest for "tribal" status and the government anthropologists handling their claims, Middleton exposes how minorities are—and are not—recognized for affirmative action and autonomy. We encounter communities putting on elaborate spectacles of sacrifice, exorcism, bows and arrows, and blood drinking to prove their "primitiveness" and "backwardness." Conversely, we see government anthropologists struggle for the ethnographic truth as communities increasingly turn academic paradigms back upon the state. The Demands of Recognition offers a compelling look at the escalating politics of tribal recognition in India.
