The Plum Book is used to identify Presidential appointed and other positions within the Federal Government. The publication lists over 9,000 Federal civil service leadership and support positions in the legislative and executive branches of the Federal Government that may be subject to noncompetitive appointment. The duties of many such positions may involve advocacy of Administration policies and programs and the incumbents usually have a close and confidential working relationship with the agency head or other key officials. The Plum Book was first published in 1952 during the Eisenhower administration. When President Eisenhower took office, the Republican Party requested a list of government positions that President Eisenhower could fill. The next edition of the Plum Book appeared in 1960 and has since been published every four years, just after the Presidential election.

Book excerpt: Sterling Township, located about 18 miles northeast of Detroit, was first settled after the Erie Canal was opened. The rich soil, relatively flat land, and the vital Clinton River attracted pioneer and immigrant families who arrived to establish farmsteads. The first influx of immigrants came mainly from the British Isles, and by the 1870s, German families had flocked to the area, raising dairy cattle and establishing farms. Belgians, arriving in the early 1900s, developed truck farminggrowing fruits and vegetables to sell every week at the farmers market in Detroit. Farm culture prevailed until the 1950s, when large industrial plants began moving in, bringing with them workers and a need for housing and city services. Sterling Township became the city of Sterling Heights in 1968, and this collection of photographs will showcase the families and the way of life in the early days of this community, a historic community that is now the fourth largest city in Michigan.

Book excerpt: The Commission on Long-Term Care was established under Section 643 of American Taxpayer Relief Act of 2012 (P.L. 112-240), signed into law January 2, 2013. The Commission was established with 15 members. Three members each were appointed by the President of the United States, the majority leader of the Senate, the minority leader of the Senate, the Speaker of the House of Representatives, and the minority leader of the House of Representatives. The Commission elected Dr. Bruce Chernof as its Chair and Dr. Mark Warshawsky as its Vice-Chair. The statute directed the Commission to: ..".develop a plan for the establishment, implementation, and financing of a comprehensive, coordinated, and high-quality system that ensures the availability of long-term services and supports for individuals in need of such services and supports, including elderly individuals, individuals with substantial cognitive or functional limitations, other individuals who require assistance to perform activities of daily living, and individuals desiring to plan for future long-term care needs." The statute further directed the Commission within 6 months of the appointment of Commissioners (by September 12, 2013) to: ..".vote on a comprehensive and detailed report based on the long-term care plan... [described above]... that contains any recommendations or proposals for legislative or administrative action as the Commission deems appropriate, including proposed legislative language to carry out the recommendations or proposals."
