They provide an inclusive foundation for collective scholarly activity and foster the sharing of ideas. Each cluster is to develop a strategic plan, which will include cluster hiring and investment in core facilities that will further enliven the research enterprise and, ultimately, enrich the student experience. The importance of this region cannot be underestimated and there is no doubt that there are many opportunities for economic growth and job creation presented by the waters washing the shores of the Indian Ocean Rim. In order to ensure a desirable future for humanity it is necessary to make use of the ocean’s resources in a sustainable and responsible manner. Climate change is affecting the Indian Ocean negatively, placing a strain on the ability to ensure food security and damaging the economies of small island states that depend on fisheries and aquaculture for their livelihoods. Increasing ocean temperatures and ocean acidification are taking a toll on ecosystems. This policy has the advantage of providing an accurate picture of the current state of the art in research on color vision deficiencies, but it also has the disadvantage that papers typically span a wide range of quality. In this volume, however, we have instituted a system of peer review in an effort to enhance scientific quality as much as possible while continuing our past policy of publishing all submitted manuscripts. In addition to being edited for English composition and grammar, each of the papers included here has been carefully reviewed by an IRGCVD member selected for his or her expertise in the specific topic of the paper. Reviewers were instructed to include in their comments suggestions for improvement rather than recom or rejection. In our opinion, this review process mendations for publication has resulted in substantial improvement of many of the articles and has enhanced the value of the publication. Book excerpt: Over 3 million U.S. military personnel were sent to Southeast Asia to fight in the Vietnam War. Since the end of the Vietnam War, veterans have reported numerous health effects. Herbicides used in Vietnam, in particular Agent Orange have been associated with a variety of cancers and other long term health problems from Parkinson's disease and type 2 diabetes to heart disease. Prior to 1997 laws safeguarded all service men and women deployed to Vietnam including members of the Blue Navy. Since then, the Department of Veteran Affairs (VA) has established that Vietnam veterans are automatically eligible for disability benefits should they develop any disease associated with Agent Orange exposure, however, veterans who served on deep sea vessels in Vietnam are not included. These "Blue Water Navy" veterans must prove they were exposed to Agent Orange before they can claim benefits. At the request of the VA, the Institute of Medicine (IOM) examined whether Blue Water Navy veterans had similar exposures to Agent Orange as other Vietnam veterans. Blue Water Navy Vietnam Veterans and Agent Orange Exposure comprehensively examines whether Vietnam veterans in the Blue Water Navy experienced exposures to herbicides and their contaminants by reviewing historical reports, relevant legislation, key personnel insights, and chemical analysis to resolve current debate on this issue.
