Book excerpt: War and Resistance in the Philippines, 1942-1944 repairs the fragmentary and incomplete history of events in the Philippine Islands between the surrender of Allied forces in May 1942 and MacArthur's return in October 1944. No book has comprehensively examined the Filipino resistance during this crucial period. Here, James Kelly Morningstar provides for the first time a comprehensive history of the protracted fighting by 260,000 guerrillas in 277 units across the archipelago. Beginning with the Japanese occupation, the collapse of the United States Forces, Far East (USAFFE), and the simultaneous rise of the complex, diverse Philippine guerrilla movements, Morningstar exposes the inadequacy of MacArthur's conventional plans while revealing his inchoate preparation for guerrilla resistance. Morningstar then recounts in detail the impromptu resistance led by refugee American and Filipino soldiers, local politicians, and social revolutionaries left to battle the Japanese--and each other--with emphasis on how Japanese, American, and Filipino actions influenced and proscribed each other. From a distance, MacArthur contacted select guerrillas and organized agents to deliver supplies and radios to them by submarine. In this way he empowered some to gain power as part of a united framework under his leadership. This not only kept alive the resistance that denied the Japanese exploitation of the Philippines while setting the conditions for MacArthur's return, it also ensured that no one guerrilla leader could challenge America's supremacy. MacArthur's selective support to guerrilla groups that encouraged continued Filipino dependence on the United States would prove fatal for the incipient Maoist social revolution on Luzon. Even so, the Filipinos' shared sacrifice in their act of resistance fueled a national consciousness that created a sense of deserved nationhood. War and Resistance in the Philippines, 1942-1944 concludes with a brief discussion of legacies of the guerrilla resistance. MacArthur's return reestablished the power of American and Filipino political elites. Guerrillas and other citizens who had experienced exceptional hardship now had to fight for recognition. However, the war had resulted in a more united Philippine national identity along with new political institutions to repair the divisions between the formerly exiled government, the collaborationists, and the members of resistance. These momentous years of struggle in the Philippines changed the tide of history and challenge our understanding of war and resistance.

Book excerpt: Peking ceded Formosa to Japan in 1895, whereupon Japan became the first Asian power in modern times to possess a colony, and the island became a testing ground for imperial policies. For two centuries the Formosan Chinese had resisted authority imposed upon them by inefficient continental Chinese. Now, Tokyo extended to insular Formosa many organizing, modernizing measures characterizing Japan's own vigorous Meiji Revolution. During the next fifty years, as living standards rose to approach those of Japan proper, early leaderless Formosan resistance to alien rule developed into organized appeals for effective representation in local government and at Tokyo. With reversion to continental Chinese control at the end of World War II, Formosans expected to conserve and enhance gains made during the Japanese era. Bitter disappointment promptly led again to rebellious relations with the continent. The author, long resident in Formosa and exclusively concerned with Formosan affairs while in government service during and after World War II, is well qualified to comment upon Formosa's history and prospects. The understanding of that crisis need not and should not be confined to economists, and the fundamentals underlying it should be placed within the grasp of every Filipino, even of those who have not had the benefit of a formal course in economics. Just as politics is too important to be left to politicians, interest in the nation's economic situation, and the formulation of the appropriate solutions, should not be confined to economists because the crisis affects the life and well-being of everyone. It is a crisis which in fact threatens the very survival of the Philippines as a nation-state. Too oflen our crisis is perceived by the layman as a moral one because it has been generally explained primarily in terms of a corrupt government, a corrupt bureaucracy, of corrupt cronies and corrupt presidential relatives. But if this were so, if the crisis is fundamentally a function of corruption, how explain that in countries where corruption is equally rampant, considerable economic progress has been made, and continues to be experienced? America's period of accelerated growth and economic take-off coincided with the rise and rule of her robber barons, while the accomplishments of Marxist states have been brought about by overcentralized bureaucracies plagued by the cronyism and corruption which such bureaucracies bring in their wake. The robber barons of America did not prevent her from becoming the most affluent state in the world, and the corruption of her bureaucracy has not prevented the Soviet Union from becoming a formidable industrial and military power. The bureaucracies and political systems of virtually all nations in Asia have long been notorious for their pervasive and intractable venality, but virtually every state in Asia today is on the move, at least in economic terms, posting historic achievements that are conspicuously altering for the better the material condition of peoples. While the Philippines decays. Not long from now, social historians will be explaining why a country flaunted as uthe only Christian nation in Asia" is the most impoverished in the region. The Philippine case is making Christianity, at least in Asia, synonymous with backwardness and poverty. The truth, however, is that the Philippine crisis represents a derangement, not so much of the moral order, as of developmental policy. This book suggests why. Its central theme is that the failure of policy, from which the crisis essentially stems, is due to the fact that policy has ignored the country's vital requirements as a nation-state, and even collides with those requirements. Philippine development policy has been tailored to meet the strategic needs of external interests which profit from the country's situation as a social organism saddled with an economy that belongs to a distant, pre-industrial age. They are forces which profit from the Philippine status quo. To the extent that this fatal misorientation of policy is a result of ignorance on the part of Filipino functionaries responsible for the country's policy, it reflects what nationalist historian Constantino has described as the "miseducation of the Filipino." To the extent that it is a function of conscious error, then it reflects something more sinister and deadlier than corrup- tion.
